Pioneer Valley Planning Commission Makes $220,000 Loan to Clean Up Chester Wood Waste Landfill |
On December 5, 2002, the Pioneer Valley Planning Commission (PVPC) loaned $220,000 to the Town of Chester, Massachusetts to assist with the cleanup costs associated with the Chester Wood Waste Landfill property. This loan was made possible through a $1.9 million EPA Brownfields Revolving Loan Fund (RLF) grant awarded to the PVPC in 1999. The PVPC is a coalition of three cities: Springfield, Chicopee and Westfield located in the foothills of western Massachusetts. The Chester Wood Waste Landfill was used as a town “stump dump.” The property was contaminated with wood debris and lead-contaminated soil. The lead contamination came from an unknown source and was the driving force behind cleanup. Cleanup began in August 2002 and was completed in October of the same year, and all wood debris and lead-contaminated soil was excavated and placed in an onsite landfill. In 2003, Chester Elementary School was constructed on the property and houses approximately 130 students.
