Portland ME Makes $175,000 Loan to Clean Up Two Sites in the Bayside Area
On August 25, 2003, the City of Portland Department of Planning and Development borrowed $175,000 from the Downtown Portland Corporation's Brownfields Cleanup Revolving Loan Fund program, marking the first loan agreement under this program. The loan was made possible through grants awarded by EPA to the Downtown Portland Corporation, which capitalized the loan fund with $500,000. The loan will assist with cleanup costs for two sites in the Bayside area of Portland that are contaminated with arsenic and lead. The Bayside area, located between the tidal flat of Back Cove and the city's bustling downtown, has an almost one-hundred year history of heavy industrial use. Much of the area is taken up by a 6-acre rail yard constructed in 1920 which has been vacant for the last 20 years. The two sites, with a combined size of 0.85 acres, will be redeveloped into additional parking and an important extension to Chestnut Street that will later be occupied by businesses, homes, and apartments. This project is part of an overall Bayside redevelopment plan that took over two years of community and local government cooperation to create. The plan will transform Bayside into an attractive urban gateway and extension of the downtown business district. City of Portland Makes $120,000 Loan to Clean Up Chestnut Street Expansion
On May 5, 2005, the City of Portland, Maine loaned $120,000 to itself to assist with cleanup costs associated with the Chestnut Street Expansion project. This loan was made possible through a $500,000 EPA Brownfields Revolving Loan Fund (RLF) grant awarded to the City of Portland in 1999. The cleanup, which was completed in June 2005, involved the removal of petroleum from the property. In addition to EPA funding, over $8,000,000 in redevelopment funding was leveraged by the owner. The Chestnut Street Expansion includes 37 residential condominiums with retail space on the street level.
