Wayne County Makes $440,000 Loan to Clean Up Grand Haven-Dyar Neighborhood

On February 5, 2003, Wayne County, Michigan loaned $440,000 to the City of Hamtramck to assist with cleanup costs associated with 226 residential parcels of the Grand Haven-Dyar neighborhood. This loan was made possible through a $500,000 EPA Brownfields Revolving Loan Fund (RLF) grant awarded to Wayne County in September 1999. The cleanup removed lead-impacted soil from the residential properties of the Grand Haven-Dyar neighborhood. In addition to EPA funding, the City of Hamtramck leveraged $3 million in redevelopment funding through a federal partnership with the U.S. Department of Housing and Urban Development, $3.1 million in private equity, and $4 million in construction financing. The City of Hamtramck plans to construct 70 new subsidized single-family homes to encourage the return of displaced families and stimulate the local economy. Wayne County Makes $200,000 Loan to Clean Up the Former McCord Corporation Manufacturing Facility

In September 2005, Wayne County, Michigan loaned $200,000 to the Wyandotte Brownfield Redevelopment Authority to assist with the cleanup costs associated with the McCord Corporation Manufacturing Facility (renamed the Labadie Park Neighborhood property). This loan was made possible through a $1 million EPA Brownfields Revolving Loan Fund (RLF) grant awarded to Wayne County in September 2004. Cleanup activities included excavation of all “hot spot” areas and hauling away of soil and concrete; underground tank removal; verification sampling as soil was removed; and backfill of soil in all areas. All cleanup activities on the Labadie Park Neighborhood property were completed in August 2005. A groundbreaking ceremony was held on September 2, 2005 marking the start of redevelopment. Labadie Park LLC is overseeing the redevelopment of this former brownfields property into a new mixed-use residential neighborhood comprised of 92 market-rate homes, including townhouses, terrace apartments, and three sizes of single-family units. For more information about this loan or the Wayne County EPA Brownfields Revolving Loan Fund, contact the EPA Region 5 Brownfields Coordinator at (312) 886-7576.
