Tier II Chemical Inventory Reports / Tier2 Submit
Facilities covered by Emergency Planning and Community Right-to-Know Act (EPCRA) requirements must submit an Emergency and Hazardous Chemical Inventory Form to the Local Emergency Planning Committee (LEPC), the State Emergency Response Commission (SERC), and the local fire department annually. Facilities provide either a Tier I or Tier II form. Most States require the Tier II form. Some states have specific requirements in addition to the federal Tier II requirements. Many accept Tier2 Submit.

EPA developed Tier2 Submit to help facilities prepare an electronic chemical inventory report. Many states accept Tier2 Submit, and the Tier II chemical inventory data can also be exported into the CAMEOfm emergency planning software. Requirements: The Windows version requires Windows XP
(Service Pack 3), Windows Vista (Service Pack 2), or Windows
7. (We have performed some limited testing on Windows
8, and there are no known issues at this time.) The
Macintosh version requires Leopard (v. 10.5.7 or later),
Snow Leopard (10.6.x), Lion (10.7.x), or Mountain Lion

On July 13, 2012, EPA published a final rule to revise Tier I and Tier II reporting forms, as well as the Confidential Location Information Sheet. The revisions add some new data elements and revise some existing data elements. The rule becomes effective on January 1, 2014, and facilities must comply with the new requirements on the Tier II inventory form starting reporting year 2013, which is due by March 1, 2014. Some states may have specific requirements for reporting and submission the Tier II inventory form and/or the state reporting form or format. EPA suggests that facilities contact their state for reporting requirements for their state.
