National Program Manager (NPM) Guidance FY 2011
EPA’s National Program Managers issue guidance documents that provide EPA’s 10 regional offices, the states, and tribes with guidance on programmatic priorities and implementation strategies for the coming year. NPM Guidance documents are issued annually by the five major EPA program offices below:
- Air & Radiation (OAR)
- Water (OW)
- Solid Waste and Emergency Response (OSWER)
- Prevention, Pesticides and Toxic Substances (OPPTS)
- Enforcement & Compliance Assurance (OECA)
The developments of these documents serve as an opportunity to improve program planning and management by establishing clear lines of sight between the annual operational measures, annual budget measures, and long-term, strategic measures. OCFO begins this process by issuing guidance that provides context, requirements, and instructions for the formation of the NPM guidance documents with a focus on three main areas:
(1) Developing FY 2011 NPM priorities, strategies, and associated measures
(2) Reporting results for FY 2010 performance commitments
(3) Negotiating agreements for FY 2011 performance commitments.
EPA’s program offices reflect discussions and meetings with state associations, tribes, and other key stakeholders throughout the documents development in their final Guidance. After these Guidance documents are put into place, Regions, states and tribes are all encouraged to review them. In order to make sure all comments are addressed, all stakeholders providing comments are asked to use the official template (MS Word) (1pg, 34K).
