EPA Chemical Efforts under ChAMP

To fulfill commitments made under the Security and Prosperity Partnership (SPP), EPA created the Chemical Assessment and Management Program (ChAMP). Read basic information about the history of SPP and get an overview of SPP.

EPA’s major efforts to assess and prioritize existing chemicals began with data collected under the High-Production Volume Challenge Program. This program is making publicly available screening-level environmental and health effects information on HPV chemicals produced or imported in the United States in quantities of 1 million pounds or more per year. EPA will also develop an initial set of assessments of moderate production volume chemicals - those produced or imported in quantities above 25,000 and less than 1 million pounds per year.

To fulfill its part of the SPP commitment, the United States will complete, by 2012, screening-level hazard- or risk-based prioritizations and initiate needed actions on high production volume (HPV) chemicals produced above 25,000 pounds per year in the country and more than 6,750* moderate production volume (MPV) chemicals.

For High Production Volume (HPV) chemicals that were part of the HPV Challenge Program, the Agency began, in 2007, to develop and post interim screening-level hazard characterizations. In 2008, EPA updated the interim screening-level hazard characterizations and combined them with use and exposure data under the 2006 Inventory Update Reporting (IUR) Rule to develop and post Risk-Based Prioritizations (RBPs). The RBPs identify potential risks, note scientific issues and uncertainties, and indicate the initial priority being assigned by the Agency for potential future appropriate action.

In 2008, as part of the ChAMP commitments, EPA began developing initial evaluations of MPV chemicals. The evaluation of the first set of these chemicals consists of development of a hazard characterization and hazard-based prioritization.

After receiving input from stakeholders and after careful consideration, EPA will proceed with the two enhancements to ChAMP including:

There is an error in the public comment due date in the November 21, 2008, Federal Register Notice on the Dec. 8 meeting. The January 23, 2008, due date is a mistake and should read January 23, 2009.

Background on Program Enhancements

On March 18, 2008, in his keynote address at the Global Chemical Regulation Conference in Baltimore, Maryland, Administrator Stephen L. Johnson announced plans to engage a wide range of stakeholders on possible program enhancements to ChAMP. These include options for developing a program for "inorganic" HPV chemicals similar to the HPV Challenge program, which would provide the Agency, industry, and the public with more complete information on the hazards and risks of "inorganic" HPV chemicals presently used in U.S. commerce. EPA will also engage stakeholders on the best approach for resetting the TSCA Inventory, which contains more than 83,000 chemicals, to better reflect the chemicals actually in commerce.

EPA has held a wide array of stakeholder meetings, including a public meeting May 2, 2008, to encourage input from stakeholders on development of ChAMP initiatives, including:
