| Size of Award | The focus of the Biogas and Biomass to Energy Grant Program, through the Renewable Energy Resources Prorgam (RERP), is to demonstrate the use of biogas and biomass for on-site energy generation at facilities in Illinois. Projects designed to use biogas or biomass as a source of fuel to produce electricity with combined heat and power (CHP) through gasification, co-firing or anaerobic digestion technologies are being targeted. The biogas and biomass grant program will provide a 50% cost-share for energy feasibility studies or for the installation of equipment for these purposes. The maximum grants available for feasibility studies, biogas projects, and biomass projects are $2,500, $225,000, and $500,000, respectively. All projects must be located in Illinois within the service areas of utilities that contribute to the Renewable Energy Resources Trust Fund (RERTF). A list of these utilities is available from the grant guidelines posted on the project website. Eligible applicants include state and local government entities, public and private schools, universities, businesses, non-profit organizations, and individuals. |

| Additional Information | Projects involving incineration and burning or heating of various types of waste (e.g., waste wood, tires, office waste, construction debris, etc.) will not be eligible for grants under this program. In addition, grant funds may not be requested or expended for costs incurred prior to the date of the grant agreement. Installation must be performed by an Illinois licensed professional and projects will be subject to environmental review and approval by the Illinois Departments of Natural Resources, Environmental Protection, Historic Preservation, and Agriculture. A performance monitoring period of 12 months or more may be required as part of the grant contract. Grantees will also be required to allow the DCEO access to the project site to obtain, publish, disseminate, or distribute any or all information obtained from the project, except in the case of negotiated terms to the contrary. There are quarterly progress and expenditure reports and grantees should document the number of jobs created, retained, or lost during the course of the funding. Grant applications will be accepted on a continuous basis through April 30, 2010, subject to funding availability. |
