| Incentive Size and Funding Source | This program provides financing for the growth of manufacturing within New York State by providing manufacturers with funds for capital investments in machinery and equipment. The maximum assistance is $1,000,000, determined by: "magnitude of the improvements and their overall benefit to the company; the amount of private investment leveraged; and the economic impact of the manufacturer within its regional economy." |
| Eligible Recipient | This program helps NY State manufacturers to invest in projects that "significantly improve production, productivity and competitiveness." Interested NY State manufacturers must employ between 50 and 1,000 workers, and at least 30% of their production must be exported beyond the immediate region or to a prime manufacturer that exports beyond the region. |

| Other Selected Eligibility Criteria | Projects in which there are reductions in employee benefits and wages are ineligible. Projects that incorporate "Industrial Effectiveness" consulting and worker skills training are eligible for funding. Projects must have quantified improvements over baseline operation of 20% or more, and companies must retain at least 85% of their workforce for 5 years. Projects must achieve substantial and measurable improvements to the output, productivity and competitiveness of the manufacturing facility, such as:
