Policy SummaryDelaware's Energy Efficiency Resource Standard (EERS) applies to CHP and other forms of "recycled energy." Under the EERS, investor-owned, cooperative, and municipal electric utilities must establish programs to save 15% of 2007 electric consumption and peak demand by 2015. Natural gas companies must establish programs that achieve a 10% reduction in 2007 natural gas consumption by 2015. Energy efficiency is defined in the Standard to include energy savings resulting from measures or programs that target customer behavior; replace or improve the efficiency of equipment, processes, or devices; or result in reductions in transmission and distribution losses associated with the design and operation of the electric system. CHP systems and the use of "recycled energy" may also count as sources of energy savings.
CHP Eligibility RequirementsAll types of CHP systems are eligible. Waste heat-to-power savings must come from systems that began operation prior to July 29, 2009.
