Policy SummaryHawaii's Renewable Portfolio Standard (RPS) includes CHP as eligible by defining "Renewable Electrical Energy" under the standard as "electrical energy savings brought about by the use of energy efficiency technologies, including heat pump water heating, ice storage, ratepayer-funded energy efficiency programs, and use of rejected heat from CHP systems, excluding fossil-fueled qualifying facilities that sell electricity to electric utility companies and central station power projects."

The RPS required renewable electric energy sales of investor-owned utilities (IOUs) and rural electric cooperatives to be 10% in 2010, increasing to 40% of the end of 2030. Existing renewable resources can be counted towards the total goal. In addition, an electric utility company and its electric utility affiliates may aggregate their renewable portfolios in order to achieve the RPS (i.e., the Hawaiian Electric Company and its affiliates Maui Electric Company and Hawaii Electric Light Company may add together their renewable energy numbers to meet the goal).
CHP Eligibility RequirementsRenewable Electrical Energy qualifies, specifically "the electric energy savings brought about by the use of rejected heat from co-generation and combined heat and power systems, excluding fossil-fueled qualifying facilities that sell electricity to electric utility companies and central station power projects." CHP systems are eligible under the RPS until January 1, 2015. CHP may be eligible under the state?s Energy Efficiency Portfolio Standard (EEPS) starting in 2015. EEPS implementation rules are currently in development.
