Policy SummaryMinnesota's Energy Efficiency Resource Standard (EERS) sets energy savings targets for electric and gas utilities that apply to CHP. The goal is a 1.5% reduction in annual average retail sales (for both electric and gas utilities) beginning in 2010. Utilities may meet savings targets through "energy conservation programs, rate design, energy codes, appliance standards, market transformation programs, programs to change human behavior, utility infrastructure improvements, and waste heat recovery (converted into electricity)".
