Policy SummaryXcel Energy's Renewable Development Fund (RDF) was created in 1999 pursuant to the 1994 Radioactive Waste Management Facility Authorization Law (Minn. Stat. 116C.779). Excel Energy is required to make annual contributions to the fund based on the number of dry casks of spent nuclear fuel stored at two nuclear power plants. The annual payment will increase as the number of stored casks increases. Estimated fund income is $24.5 million in 2013 and $26 million in 2014. Up to $1.5 million annually may be used for production incentives for on-farm biogas recovery facilities, hydroelectric facilities, for production incentives for other renewables, and other purposes.

Funding for CHP projects provided by these resources would be found under related dCHPP incentive types (e.g., loan, grant, or rebate).
