Policy Administrator/Contact OfficeState Energy Planning Board
Policy Initiation Date12/1/2009
Policy SummaryIssued in 2009, New York's State Energy Plan provides a framework for the State to meet its future energy needs in a cost-effective and sustainable way, establishes policy objectives, and sets recommendations and strategies to achieve those objectives. The Plan states the need to encourage CHP and other forms of DG through additional technical and financial support, and removal of any barriers to interconnection of DG to the electric grid. The Plan also encourages in-state renewable energy development through its Renewable Portfolio Standard (RPS), which has a goal of providing 30% of New York's electricity through renewables. To help meet that goal, the Plan recommends: "Continue to provide RPS incentives for environmentally beneficial, renewable DG resources, including CHP, with specific targets determined by the PSC, funded through the Customer-Sited Tier and identify opportunities for targeted DG deployment that may serve to reduce the need for peaking power plants in load pockets."
