Policy SummaryThe PUC has adopted interconnection standards for DG, including CHP. The standards are based on IEEE 1547 and UL 1741 technical standards and include provisions for four levels of interconnection:
  • Level 1: applies to certified, inverter-based systems <10 kW. There is an application fee of $100.
  • Level 2: applies to certified, inverter-based systems <5 MW that do not qualify or were not approved for Level 1 interconnection. There is an application fee of $250 plus $1.00/kW of system capacity.
  • Level 3: applies to systems <5 MW that do not qualify or were not approved for Level 1 or Level 2 interconnection. There is an application fee of $350 plus $2.00/kW of system capacity.
  • Level 4: applies to systems that do not qualify or were not approved for Level 1, Level 2, or Level 3 interconnection, and that do not export power to the grid. There is an application fee of $350 plus $2.00/kW of system capacity.
The program web site contains draft, standardized forms for all interconnection level applications. There are technical screens and specified timeframes for the investor-owned utility to respond to each step of the application process. The approved application fee schedule also allows utilities to charge the customer for the cost of grid upgrades necessary to accommodate the system and costs of up to $100/hour associated with system impact, feasibility, or facility studies.

Customer-generators must provide an accessible external disconnect switch or access to a disconnect switch through a lock-box system. The customer-generator must pay for the disconnect switch. However, customer-generators are not required to carry liability insurance.

Utilities are required to designate a contact person from whom customer-generators may obtain relevant information regarding the progress a project. Disputes may be resolved through complaint procedures available through the PUC, or through an alternative process approved by the commission.
CHP Eligibility RequirementsBoth fossil-fueled and renewably-fueled CHP systems are eligible for standardized interconnection.
