Definitions
State planning and measurement efforts typically include one or more of the following: the creation of a state advisory board, the completion of a greenhouse gas inventory, and the development of a state climate change action plan. Often these efforts are interrelated and proceed simultaneously. States may also participate in regional initiatives.
