State Advisory Board

Details: On April 22, 2008, Colorado Governor Bill Ritter issued Executive Order B-007-08, which established a Colorado Climate Advisory Panel. The Governor asked the Panel to provide him with recommendations on how the state can achieve its GHG reduction goals.

GHG Inventory
Status: Completed
Details: The Colorado Department of Public Health and Environment released a report entitled "Colorado Greenhouse Gas Inventory and Reference Case Projections, 1990-2020" in January, 2007.
The Department of Public Health updated the 1990 inventory and provided approximate emissions for the year 2000 in a report revised in October 2002.

Climate Change Action Plan
Status: Completed
Details: On November 5, 2007, Colorado Governor Bill Ritter released a climate action plan. The plan establishes a state GHG emissions reduction target of 20% below 2005 levels by the year 2020, and 80% below 2005 levels by 2050. In April 2007, the governor introduced a state Climate Change Advisor responsible for creating the Colorado Climate Change Action Plan. A climate change action plan was completed in 1998.

Details: Colorado Governor Bill Ritter issued Executive Order D-004-08 on April 22, 2008, establishing a statewide greenhouse gas emissions reduction goal of 20% below 2005 levels by 2020 and 80% below 2005 levels by 2050.
Colorado is an observer to the Western Climate Initiative (WCI). On August 22, 2007, eight states and Canadian provinces comprising the WCI announced the establishment of a regional goal to reduce greenhouse gas emissions in the West to 15% below 2005 levels by 2020.

GHG Registry
Status: In Progress
Details: Member of The Climate Registry - a collaboration aimed at developing and managing a common GHG emissions reporting system across states, provinces, and tribes. It will provide an accurate, complete, consistent, transparent, and verified set of GHG emissions data from reporting entities, supported by a robust accounting and verification infrastructure. Members released a final General Reporting Protocol in May 2008. The Climate Registry plans to start accepting data in summer 2008.
Mandatory GHG Reporting

Details: On April 22, 2008, Colorado Governor Bill Ritter issued Executive Order D-004-08, which directs the Colorado Department of Public Health and Environment to develop regulations mandating the reporting of greenhouse gas emissions. The department must draft regulations within 18 months to 24 months to require reporting of emissions from major sources.

Advanced Coal Technology
Status: Completed
Details: In 2006, the Governor signed HB 06-1281 into law, which directs the Public Service Commission to consider proposals (outside of its normal competitive resource acquisition rules) by Colorado electric utilities to develop integrated gasification combined cycle (IGCC) facilities with carbon capture and storage (CCS) using Western coal upon a showing of feasibility, environmental benefits, and cost-effectiveness. In 2006, the Governor also signed HB 06-1322 into law, which made IGCC projects eligible for financial assistance from the Governor's Office of Energy Management and Conservation through the Clean Energy Development Fund.
