Details: In June 2007, Hawaii Governor Linda Lingle approved HB 226 (Act 234), which established a GHG emissions reduction task force that will prepare a work plan and regulatory scheme for achieving the state's GHG emissions limit of 1990 levels by 2020.

GHG Inventory

Status: Completed/Further Work In Progress

Details: In June 2007, Hawaii Governor Linda Lingle approved HB 226, which requires an updated inventory of GHG emissions in the state, using an existing report on 1990 emissions as the starting point. A preliminary update of the inventory (including 2005 data) was presented June 8, 2007. A 1997 inventory report provided estimates for 1990.

Climate Change Action Plan

Status: Completed/Further Work In Progress

Details: HB 226 (Act 234), passed in June 2007, established a GHG emissions reduction task force to prepare a work plan and regulatory scheme for implementing reductions to achieve the statewide GHG limit. The new plan is due before December 1, 2009. Hawaii's original Climate Change Action Plan was completed in 1998.

GHG Registry

Status: In Progress

Details: Member of The Climate Registry – a collaboration aimed at developing and managing a common GHG emissions reporting system across states, provinces, and tribes. It will provide an accurate, complete, consistent, transparent, and verified set of GHG emissions data from reporting entities, supported by a robust accounting and verification infrastructure. Members released a final General Reporting Protocol in May 2008. The Climate Registry plans to start accepting data in summer 2008.

Details: In June 2007, Hawaii Governor Linda Lingle approved HB 226 (Act 234), which requires the state to have rules in place by January 1, 2012 that will require statewide reporting and verification of GHG emissions.
