Planning and Measurement

State Advisory Board

Status: Completed

Details: On October 5, 2006, Governor Blagojevich signed Executive Order 2006-11 that established the Illinois Climate Change Advisory Group. The Advisory Group has broad representation, including, business leaders, labor unions, the energy and agricultural industries, scientists, economists, and environmental groups from throughout the state. The Advisory Group made initial recommendations to the Governor in June 2007; final recommendations were submitted in September, 2007.

Regional Initiatives

Status: Completed

Details: Member of the Midwestern Regional Greenhouse Gas Reduction Accord, signed on November 15, 2007.
Member of Lake Michigan Air Directors Consortium (LADCO) Regional GHG Registry.

GHG Inventory

Status: Completed

Details: Most recent GHG emissions inventory completed in 2007. The first inventory report was produced in 1992 and was based on 1990 data. It was later updated with 2003 data.

Climate Change Action Plan

Status: Completed

Details: The Illinois Climate Change Advisory Group, created by Executive Order 2006-11 on October 5, 2006, made its final recommendations to the governor for a new plan on September 6, 2007. Illinois' climate action plan was completed in June 1994.

Targets and Caps

Lead by Example Target

Status: Completed

Details: On October 5, 2006, Governor Blagojevich issued Executive Order 2006-11, announcing the state of Illinois's membership in the Chicago Climate Exchange (CCX), and pledging to reduce GHG emissions from governmental activities by 6% by 2010. The Illinois EPA is tasked with tracking progress towards meeting the goal annually.

Statewide GHG Target

Status: Completed

Details: On February 13, 2007 Gov. Blagojevich established the following statewide GHG targets for Illinois: 1990 levels by 2020, and 60% below 1990 levels by 2050.
Member of the Midwestern Regional Greenhouse Gas Reduction Accord, signed on November 15, 2007. Under the Accord, members agree to establish regional GHG reduction targets, including a long-term target of 60% to 80% below current emissions levels, and develop a multi-sector cap-and-trade system to help meet the targets.

Status: Proposed

Reporting

Electricity Disclosure

Status: Completed

Details: As part of the state's 1997 electric-utility restructuring legislation, retail electricity suppliers must disclose fuel mixes and emissions.

GHG Registry

Status: In Progress

Details: Member of The Climate Registry - a collaboration aimed at developing and managing a common GHG emissions reporting system across states, provinces, and tribes. It will provide an accurate, complete, consistent, transparent, and verified set of GHG emissions data from reporting entities, supported by a robust accounting and verification infrastructure. Members released a final General Reporting Protocol in May 2008. The Climate Registry plans to start accepting data in summer 2008.

Advanced Coal Technology

Status: Completed

Details: The Illinois Department of Commerce and Economic Opportunity is authorized (under 20 ILCS 605/605-332) to provide financial assistance to new coal gasification or IGCC facilities that support the creation of Illinois coal mining jobs.

Power Sector GHG Cap and Trade

Status: Proposed

Details: The Governor of Illinois signed the Midwestern Greenhouse Gas Accord on November 15, 2007. Participating states jointly endeavor to develop a market-based and multi-sector cap-and-trade mechanism to help achieve GHG reduction targets.
