State Advisory Board

Status: Completed

Details: Kansas Governor Kathleen Sebelius issued Executive Order 08-03 on March 21, 2008, establishing the Kansas Energy and Environmental Policy Advisory Group to focus on addressing greenhouse gas emissions. The group will produce an inventory and forecast of greenhouse gas emissions in Kansas, recommend a plan to reduce emissions, and produce a preliminary report by the start of the 2009 legislative session.

GHG Inventory

Status: Completed/Further Work In Progress

Details: Kansas Governor Kathleen Sebelius issued Executive Order 08-03 on March 21, 2008, establishing the Kansas Energy and Environmental Policy Advisory Group to focus on addressing greenhouse gas emissions. The first task of the advisory group is a comprehensive greenhouse gas inventory and forecast from 1990 to 2020. Its preliminary report is due on the first day of the 2009 legislative session, and the final report is due one year later in time to be considered by the 2010 Legislature.
Kansas Department of Health and Environment Secretary Roderick Bremby announced on February 12, 2008, that his agency is preparing an inventory of carbon dioxide emissions statewide with the goal of reducing pollution. The inventory, which should be completed in two months, would track emissions from the transportation, agriculture, and energy sectors. Bremby stated that the inventory would be a first step toward regulations to limit carbon dioxide.

Climate Change Action Plan

Status: In Progress

Details: In Executive Order No. 08-03, issued March 21, 2008, Governor Kathleen Sebelius established the Kansas Energy and Environmental Planning Advisory Group (KEEP). KEEP is tasked with developing an action plan to reduce GHGs in Kansas and must submit an interim report by January 2009 and a final report by January 2010.

Details: Member of the Midwestern Regional Greenhouse Gas Reduction Accord, signed on Nov. 15, 2007. Under the Accord, members agree to establish regional GHG reduction targets, including a long-term target of 60% to 80% below current emissions levels, and develop a multi-sector cap-and-trade system to help meet the targets.

GHG Registry

Status: In Progress

Details: Member of The Climate Registry - a collaboration aimed at developing and managing a common GHG emissions reporting system across states, provinces, and tribes. It will provide an accurate, complete, consistent, transparent, and verified set of GHG emissions data from reporting entities, supported by a robust accounting and verification infrastructure. Members released a final General Reporting Protocol in May 2008. The Climate Registry plans to start accepting data in summer 2008.

GHG Performance Standard

Advanced Coal Technology

Status: Completed

Details: HB 2419, signed on March 29, 2007, exempts from property taxes all property used to capture and sequester carbon dioxide emissions, as well as electricity-generating units that capture and sequester carbon emissions. Eligible property will be exempt for a period of five years following construction or installation. The exemption and deduction will be available beginning in tax year 2008.

Power Sector GHG Cap and Trade

Status: Proposed

Details: The governor of Kansas signed the Midwestern Greenhouse Gas Accord on November 15, 2007. Participating states jointly endeavor to develop a market-based and multi-sector cap-and-trade mechanism to help achieve GHG reduction targets.
