Planning and Measurement

State Advisory Board

Status: Completed

Details: The North Carolina General Assembly established the Climate Action Plan Advisory Group (CAPAG) on September 27, 2005.
CAPAG's efforts complemented those of the Legislative Commission on Global Climate Change, which the N.C. General Assembly established in 2005. The LCGCC is tasked with evaluating the environmental and economic impacts of global warming and deciding whether the state should set a global warming pollutant-reduction goal. Pursuant to the requirements of Senate Bill 1591 (passed in July 2006), the LCGCC submitted a report in April 2008. H.B. 2529, signed by the Governor Mike Easley on July 11, 2008, has extended the deadline for the LCGCC to submit its final recommendations until October 1, 2009.

GHG Inventory

Status: Completed

Details: Revised in March 2007. Inventory Executive Summary available. Initial inventory completed in 1996 and later revised to include 1990 and 2000 data.

Climate Change Action Plan

Details: The Climate Action Plan Advisory Group released a draft final report and recommendations October 16, 2007. Initial report completed in 2000.

Lead by Example Target

Statewide GHG Target

Status: Proposed

Details: The North Carolina General Assembly established the Legislative Commission on Global Climate Change in 2005 to determine if a statewide GHG goal should be adopted. HB 2529, signed by the governor on July 11, 2008, extended the deadline for the Legislative Commission to submit its final recommendations until October 1, 2009.

Reporting

Electricity Disclosure

GHG Registry

Status: In Progress

Details: Member of The Climate Registry - a collaboration aimed at developing and managing a common GHG emissions reporting system across states, provinces, and tribes. It will provide an accurate, complete, consistent, transparent, and verified set of GHG emissions data from reporting entities, supported by a robust accounting and verification infrastructure. Members released a final General Reporting Protocol in May 2008. The Climate Registry plans to start accepting data in summer 2008.

Mandatory GHG Reporting

Status: Completed

Details: The annual mandatory NC air pollutant emission inventory for Title V permitted facilities for calendar year 2008 will also now include the requirement for submitting estimates of direct GHG emissions (due June 30, 2009). The emissions may be reported voluntarily for calendar year 2007 as a system test.

Power Sector

CO2 Offset Requirements

Status: No Activity Identified

Details: On January 29, 2008, the NC Division of Air Quality approved a permit for Duke Energy Carolinas to build and operate a new 800 megawatt coal-fired power plant. Under the terms of the permit, Duke will be required to offset carbon dioxide emissions from the new unit by the end of 2018, even though state regulations do not require control of those emissions. No activity listed in association with this development because it is not a requirement.
