State Advisory Board
Status: Completed
Details: Blue Ribbon Advisory Council on Climate Change created by Governor Hunstman on August 25, 2006, to consider the science, economics, and policy around climate change in a forum that encourages dialogue and to bring back information and policy recommendations for review and consideration.
Regional Initiatives
Status: Completed
Details: Member of the Western Climate Initiative. On May 21, 2007, Utah joined the Western Regional Climate Action Initiative and committed to establishing an overall regional goal to reduce GHG emissions within 6 months, develop a design for a regional market-based multi-sector mechanism within 18 months to achieve the regional goal, and participate in a multistate GHG registry. The WCI unveiled its draft greenhouse gas reduction strategy on July 23, 2008. A final version of the plan is due in September 2008, and each state and province will then be left to adopt the recommendations.
GHG Inventory
Status: Completed
Details: Updated in July 2007 as part of governor's Blue Ribbon Advisory Council on Climate Change report. Completed in 2000. Inventory report with estimates for 1990 and 1993.

Statewide GHG Target
Status: Completed
Details: On June 20, 2008, Utah announced a greenhouse gas reduction goal that calls for a 27-million-ton cut per year in carbon emissions. The goal will help the state meet its obligations under the Western Climate Initiative, which is developing a region-wide cap-and-trade program to cut greenhouse gasses.
Utah is a member of the Western Climate Initiative (WCI) partnership focused on reducing carbon emissions. On August 22, 2007, this coalition of six Western states and two Canadian provinces announced that they set a regional goal of reducing GHG emissions 15% below 2005 levels by 2020 to fight global warming.
Statewide GHG Cap
Status: Proposed
Details: Member of the Western Climate Initiative (WCI) partnership focused on reducing carbon emissions. On August 22, 2007, this coalition of six Western states and two Canadian provinces agreed to set a goal to reduce GHG emissions by 15% of 2005 levels by 2020.

GHG Registry
Status: In Progress
Details: Utah is a member of the Western Climate Initiative (WCI), which is considering various options for establishing a GHG registry and reporting system that will require some facilities and sectors to report (and reduce) their GHG emissions. The WCI unveiled its draft greenhouse gas reduction strategy on July 23, 2008. A final version of the plan is due in September 2008, and each state and province will then be left to adopt the recommendations.
Member of The Climate Registry - a collaboration aimed at developing and managing a common GHG emissions reporting system across states, provinces, and tribes. It will provide an accurate, complete, consistent, transparent, and verified set of GHG emissions data from reporting entities, supported by a robust accounting and verification infrastructure. Members released a final General Reporting Protocol in May 2008. The Climate Registry plans to start accepting data in summer 2008.
Mandatory GHG Reporting
Status: Proposed
Details: Utah is a member of the Western Climate Initiative (WCI), which is considering various options for establishing a GHG reporting system that will require some facilities and sectors to report (and reduce) their GHG emissions. The WCI unveiled its draft greenhouse gas reduction strategy on July 23, 2008.
