State Advisory Board

Status: Completed

Details: Virginia Governor Timothy Kaine issued Executive Order 59 on December 21, 2007, establishing a Commission on Climate Change and charging it to evaluate the expected impacts of climate change on Virginia's citizens, natural resources, and economy. The 32-person commission will be charged with tasks such as: identifying climate change approaches being pursued by other states, regions, and the federal government; cataloging the amount of and contributors to Virginia's GHG emissions, including emissions projections through 2025; and identifying what Virginia needs to do to prepare for the likely consequences of climate change.

GHG Inventory

Status: Completed

Details: Completed in 2008 for years 2005 and 2006. Covers CO2, Methane, Nitrous Oxide, and Fluorine Compounds. Energy use sector responsible for 89% of GHG emissions. Covers both production and consumption in the electric sector. Initially completed in 1998.

Climate Change Action Plan

Status: In Progress

Details: On December 21, 2007, Governor Timothy Kaine issued Executive Order 59 establishing a Commission on Climate Change. The commission is charged with preparing a Climate Change Action Plan for Virginia, and its report and recommendations are due by December 15, 2008.

Statewide GHG Target

Status: Completed

Details: On December 21, 2007, Governor Timothy Kaine issued Executive Order 59, creating the Governor's Commission on Climate Change and setting a target of reducing statewide GHG emissions to 30% below business as usual by 2025. This goal was also included in the Virginia Energy Plan, released on September 12, 2007.

Reporting

Electricity Disclosure

Status: Completed

Details: The Virginia State Corporation Commission (SCC) ruled on June 19, 2001, that electric service providers must report to their customers and file a report with the SCC disclosing--to the extent feasible--fuel mix and emissions data for the previous year.

GHG Registry

Status: In Progress

Details: Member of The Climate Registry - a collaboration aimed at developing and managing a common GHG emissions reporting system across states, provinces, and tribes. It will provide an accurate, complete, consistent, transparent, and verified set of GHG emissions data from reporting entities, supported by a robust accounting and verification infrastructure. Members released a final General Reporting Protocol in May 2008. The Climate Registry plans to start accepting data in summer 2008.

Mandatory GHG Reporting

Status: Proposed

Details: On February 8, 2008, the Virginia Senate passed Senate Bill 234, which would require stationary sources of greenhouse gas emissions to report their emissions to the state Air Pollution Control Board beginning in 2009. The bill moved to the House Committee on Commerce and Labor on March 12, 2008, and as of September 2008 had not moved out of committee.
