Planning and Measurement

State Advisory Board

Status: Completed

Details: Governor Jim Doyle, on April 5, 2007 in Executive Order 191, established the Governor's Task Force on Global Warming and tasked it with presenting viable policy recommendations for reducing GHG emissions in Wisconsin and identifying short term and long term emission reduction targets. The Task Force delivered an interim report to the governor on February 19, 2008.

Regional Initiatives

Status: Completed

Details: Member of the Midwestern Regional Greenhouse Gas Reduction Accord, signed on November 15, 2007.
Member of Lake Michigan Air Directors Consortium (LADCO) Regional GHG Registry.
Powering the Plains Participant - Participants meet quarterly to develop and implement strategies, policies, initiatives and projects in energy and agriculture that add value to the region's economy while reducing the risk of climate change and other environmental concerns. Specific focus areas include renewable energy development, hydrogen production, carbon sequestration, coal gasification, and environmental credit trading.

GHG Inventory

Status: Completed

Details: On September 24, 2007, a plan to dramatically lower GHG emissions was reviewed at a hearing of state Senate Committee on Environment and Natural Resources. SB 81 would require Wisconsin to track, monitor, and limit GHG emissions and reduce its carbon dioxide emissions to 1990 levels by 2020. The deadline for setting the limit in Wisconsin would be January 1, 2009.
Executive Order 191 (signed April 5, 2007, establishing the Governor's Task Force on Global Warming) directs the Department of Natural Resources, with the assistance of the Public Service Commission of Wisconsin, to establish a GHG inventory. Released updated inventory in February, 2004 using the State Inventory Tool and revised guidance.

Climate Change Action Plan

Status: Completed

Details: On July 24, 2008, the Task Force on Global Warming finalized its climate action report and forwarded it to Governor Doyle for consideration. Governor Doyle signed Executive Order 191 on April 5, 2007, creating the task force to bring together a prominent and diverse group of key Wisconsin business, industry, government, energy, and environmental leaders to examine the effects of, and solutions to, global warming in Wisconsin. The group was tasked with creating a state plan of action to deliver to the Governor to reduce Wisconsin's contribution to global warming. Wisconsin's first Climate Change Action Plan was completed in 1998.

Targets and Caps

Lead by Example Target

Status: No Activity Identified

Statewide GHG Target

Status: Proposed

Details: On June 26, 2008, the Governor's Task Force on Global Warming agreed on the following carbon emissions reduction targets: 2005 emissions levels by 2014, 22% below 2005 levels by 2022, and 75% below 2005 levels by 2050. The Task Force approved its final report on July 24, 2008, and submitted its recommendations to the Governor. Member of the Midwestern Regional Greenhouse Gas Reduction Accord, signed on Nov. 15, 2007. Under the Accord, members agree to establish regional greenhouse gas reduction targets, including a long-term target of 60% to 80% below current emissions levels, and develop a multi-sector cap-and-trade system to help meet the targets.

Details: Member of the Midwestern Regional Greenhouse Gas Reduction Accord, signed on November 15, 2007. Reporting

Electricity Disclosure

Status: No Activity Identified

GHG Registry

Status: Completed/Further Work In Progress

Details: Member of The Climate Registry - a collaboration aimed at developing and managing a common GHG emissions reporting system across states, provinces, and tribes. It will provide an accurate, complete, consistent, transparent, and verified set of GHG emissions data from reporting entities, supported by a robust accounting and verification infrastructure. Members released a final General Reporting Protocol in May 2008. The Climate Registry plans to start accepting data in summer 2008.
The Wisconsin Voluntary Emission Reduction Registry is in operation (since 2003) and is available online.

Mandatory GHG Reporting

Status: Completed

Details: According to WI Administrative Code Chapter NR438, facilities emitting more than 100,000 tons/yr of CO2 must report emissions to the Wisconsin Department of Natural Resources.
