GHG Inventory

Details: On April 4, 2007, Governor Joe Manchin III signed HB 337, establishing a new GHG inventory for the state that covers emissions, reductions, and sequestration. The inventory will cover all major stationary, area and mobile sources, such as power plants, waste combustors, natural gas/oil systems, landfills, and waste water treatment facilities, highway and non-road sources, and agricultural sources and shall account for geologic and terrestrial carbon sequestration.
Initial inventory completed in 2003.

Reporting

Electricity Disclosure

Status: In Progress

Details: On August 16, 2000, the West Virginia Public Service Commission (PSC) issued proposed rules that would require retail electricity suppliers, including default service providers, to supply information to the Commission quarterly regarding the fuel mix and emissions associated with electricity products. In late 2000, the legislative subcommittees studying the electric industry decided to delay immediate consideration of the tax law changes necessary for restructuring to be implemented, which delayed the adoption of the final rules.

Details: On April 4, 2007, Governor Joe Manchin III signed SB 337 requiring mandatory GHG reporting for sources already reporting air emissions under other programs. SB 337 also establishes a registry for the reporting of voluntary reductions of GHG emissions if the reductions are made before they are required by law, and will include the development of criteria for establishing baseline emissions, quantifying emission reductions and providing public recognition of reductions.
