Since 2002, the Climate Leaders program has provided valuable guidance and recognition to leading companies across many industries to help them develop greenhouse gas (GHG) inventories and implement long-term comprehensive climate change strategies.
EPA estimates that by achieving their greenhouse gas (GHG) reduction goals, Partners will prevent more than 13 million metric tons of carbon equivalents per year. These reductions are equal to the annual emissions of 9 million cars. There is no cost to join Climate Leaders and Partner companies receive a designated amount of free technical assistance, based on their needs.

Technical Assistance
Technical Assistance to Complete Base Year Reporting
EPA provides publicly available tools for developing and managing greenhouse gas inventories under Technical Guidance. EPA also provides free technical assistance to each Partner as they develop and document their Inventory Management Plan (IMP) and complete their base year inventory.
Technical assistance encompasses all aspects of creating a credible GHG inventory, including implementing GHG accounting methods, and measuring, tracking, and reporting GHG emissions. EPA also provides an inventory review process to offer feedback on improving the accuracy, efficiency, and relevance of Partners’ GHG inventory data and management systems. The level of assistance will vary with the needs of the Partner and Agency resources.
Types of technical assistance include:
- Assistance in understanding the Climate Leaders GHG Inventory Protocol, which includes the Design Principles, cross-sector modules, and sector-specific modules.
- Guidance on selecting organizational and operational boundaries.
- Assistance in identifying sector-specific emissions sources.
- Assistance in identifying methods, types of data needed, and emission factors used to calculate emissions.
- Help in defining estimation methods for small sources of emissions to minimize nonessential data collection.
- Support in creating an IMP.
- If applicable, one onsite visit to review implementation of the IMP.
Ongoing Technical Assistance
After the completion of a Partner's base year inventory, EPA experts may continue to provide free technical assistance annually to help significant emitters update their IMP, adjust their base year inventory, and calculate new emission sources.

Partner Recognition
As a benefit of participation in Climate Leaders, EPA provides Partners who have set and achieved GHG reduction goals with public recognition through national EPA press releases, and featured case studies online. Climate Leaders Partners who have achieved greenhouse gas reduction goals are highlighted in our national public service announcements in major national publications.
Partners also are encouraged to publicize their participation in Climate Leaders, including their GHG reduction goal, and accomplishments achieved through the program. Many Partners issue press releases or media announcements regarding their participation in Climate Leaders and include the program mark in internal and external marketing materials such as annual reports. Partners wishing to communicate their involvement in the program should use the Climate Leaders Communications Resources.
Achievement of program milestones is recognized at Climate Leaders Partners meetings by an EPA official. These events also include a program and industry update, peer exchange, and case study presentations.
