Smart Growth Index Partnerships

In July 2000, after a limited trial run of SGI, EPA initiated a pilot program to test and evaluate Smart Growth INDEX. Twenty pilot communities located in 17 states were involved in the first phase. A number of sites used SGI output to develop public support for more extensive application of the model in the locality's comprehensive planning process. Others used the tool to illustrate the potential air quality improvements accompanying smart growth development. Nearly all of the pilot sites used SGI to instigate the planning process and/or to sketch -- for public discussion -- alternatives for future development.
The public was engaged to increase community understanding of the effects of development alternatives on the local and regional quality of life, as well as to provide input for new development alternatives. For more information, view the pilot study progress report (PDF) (44 pp, 3 MB).
Building on the success of the pilot program, the EPA announced 12 new SGI partners in the Fall of 2002. The partners include:

- Voices and Choices of the Central Carolinas
- Metropolitan Council, St. Paul, MN
- Community Planning Association of Southwest Idaho
- Cornell University, Local Government Program
- Hamilton County, Ohio
- Municipality of Murrysville, Pennsylvania
- Prince George's County, Maryland
- North Central Wisconsin Regional Planning Commission
The EPA hopes that by providing SGI as a tool for the local decisionmaking process, communities can better evaluate difficult development decisions; work collaboratively with a range of stakeholders; and demonstrate the environmental benefits of pursuing smart growth strategies.
