National Clean Diesel Campaign Demonstration Grants
2005 Demonstration Grants
On November 7, 2005, EPA announced the award of more than $1 million to ten grantees for projects designed to demonstrate effective emissions reduction strategies for nonroad equipment and vehicles. Grantees are state and local governmental organizations, nonprofit organizations and an educational institution. NCDC 2005 grants will demonstrate a wide variety of technologies including cleaner fuels, aftermarket retrofit devices such as catalysts and filters and engine replacement. These demonstration grants will reduce diesel emissions and improve air quality while serving as valuable models for future clean diesel projects in the nonroad sector.

City and County of Denver, Colorado
The City and County of Denver will install diesel oxidation catalysts on diesel alley and street paving fleets that operate in low-income and under-served neighborhoods. Federal grant: $125,000.

The Idaho DEQ will use diesel oxidation catalysts and closed crankcase ventilation systems on portable diesel generators that power rock crushers and hot mix asphalt plants. Federal grant: $100,000.

York Technical College
York Technical College will partner with several local municipalities to retrofit nonroad equipment with diesel oxidation catalysts. Some of the retrofitted fleet will use the catalysts with biodiesel. Federal grant: $95,040.

2004 Demonstration Grants
On February 23, 2005, EPA announced the award of $1.6 million to 18 grantees for projects designed to demonstrate effective emissions reduction strategies for diesel fleets. The grantees are State and local governmental organizations, including air agencies and port authorities, and non-governmental organizations. Each demonstration project reduces the impacts of pollution on a population that is especially susceptible to the effects of diesel exhaust, including children, the elderly and the chronically ill.
The 18 recipients will utilize funding to retrofit a variety of diesel vehicles, including construction, agricultural and port equipment, refuse haulers, fire trucks, ambulances and locomotives. Criteria for selection included evaluation of each proposal's implementation plan, air quality benefits, diversity of technology application, vehicle type and geographic location, originality, and the likelihood of success of the project.

- Sacramento Metropolitan Air Quality Management District (SMAQMD)
SMAQMD will retrofit commuter rail locomotives that run between Sacramento and Oakland with a system designed to reduce PM and NOx emissions. Federal grant: $150,000.
- Los Angeles Public Works Department
The Los Angeles Public Works Department will retrofit diesel particulate filters on vehicles with both on highway and nonroad engines. They will also use Ultra Low Sulfur Diesel (ULSD) fuel. Federal grant: $50,000.
Colorado (EPA Region 8)
- Regional Air Quality Council of the Denver Area
Regional Air Quality Council will install diesel oxidation catalysts and closed crankcase filtration systems on nonroad vehicles at construction sites. Federal grant: $75,000.
Connecticut (EPA Region 1)
- Town of Trumbull
The Town of Trumbull plans to repower three diesel waste collection vehicles with compressed natural gas engines and fuel. Federal grant: $60,000.
Florida (EPA Region 4)
- Miami-Dade County Department of Environmental Resources Management (DERM)
Miami-Dade DERM will purchase cleaner diesel fuel and install oxidation catalysts on community service buses transporting susceptible populations, including the elderly, disabled children, and children up to four years old. The cleaner diesel fuel will be available for more than 500 fleet vehicles. Federal grant: $150,000.
Idaho (EPA Region 10)

The Idaho DEQ will retrofit agricultural equipment with diesel oxidation catalysts. Federal grant: $50,000.
Illinois(EPA Region 5)
- Illinois Environmental Protection Agency
Illinois EPA will put diesel oxidation catalysts on equipment used in the Dan Ryan Expressway Construction Project. Federal grant: $60,000.
Maryland (EPA Region 3)
- Maryland Department of Environmental Management (MD DEM)
MD DEM is partnering with the Baltimore Fire Department to reduce emissions from fire trucks and ambulances with diesel oxidation catalysts and crankcase filters. Federal grant: $75,000.
Massachusetts (EPA Region 1)
- City of Cambridge - Massachusetts Institute of Technology (MIT) Clean Diesel Collaborative for a Healthier Cambridge
The City of Cambridge in partnership with the Massachusetts Institute of Technology will install diesel oxidation catalysts, diesel particulate filters, ultra-low sulfur diesel, biodiesel, crankcase filters, and cetane enhancers on garbage and dump trucks, bobcats, backhoes, and front loaders. Federal grant: $83,467.
- Massachusetts Port Authority (MPA)
The Massachusetts Port Authority will retrofit container delivery vehicles operating at one of Boston's marine cargo terminals. The grant will enable MPA to retrofit delivery trucks with diesel oxidation catalysts and retrofit nonroad engines with diesel oxidation catalysts and ultra-low sulfur diesel. Federal grant: $82,800.
Missouri (EPA Region 7)
- American Lung Association of Missouri (ALAMO)
ALAMO is partnering with the City of St. Louis and the St. Louis Association of Community Organizations to retrofit refuse trucks with diesel oxidation catalysts and crankcase controls. Federal grant: $124,952.
New York (EPA Region 2)
- Northeast States for Coordinated Air Use Management (NESCAUM)
NESCAUM proposes to retrofit refuse-collection trucks in the South Bronx area of New York City. They will use diesel oxidation catalysts, crankcase filtration systems, and ultra-low sulfur diesel fuel. Federal grant: $136,180.
Ohio (EPA Region 5)
- Cleveland School District
The Cleveland School District will retrofit school buses with diesel particulate filters and use ultra-low sulfur diesel fuel. Federal grant: $50,000.
Texas (EPA Region 6)
- Port of Houston Authority
The Port of Houston Authority will retrofit rubber tired gantry cranes and terminal tractors with diesel oxidation catalysts and diesel emulsion. Federal grant: $150,000.
Virginia (EPA Region 3)
- County of Fairfax
The County of Fairfax will retrofit solid waste collection vehicles, transfer tractors, and other dump trucks with diesel oxidation catalysts. Fairfax County will use ultra-low sulfur diesel fuel. Federal grant: $75,000.
Washington(EPA Region 10)
- Yakima Regional Clean Air Authority
The Yakima Regional Clean Air Authority will retrofit their existing utility fleet of highway and nonroad vehicles and equipment with diesel oxidation catalysts. Federal grant: $75,000.
- Port of Tacoma
The Port of Tacoma will retrofit diesel port straddle carriers used to move containers and cargo on and off ships with diesel oxidation catalysts. Federal grant: $75,000.
Wisconsin (EPA Region 5)
- Milwaukee City
The City of Milwaukee will retrofit vehicles in their waste hauler fleet with diesel oxidation catalysts. Federal grant: $90,000.
