The West Coast Collaborative is a public-private partnership between all levels of government, the private sector, and environmental groups. The Collaborative leverages significant resources to promote, support and fund projects that benefit air quality and public health in the region and serves as an information-sharing network for advocates.

The Collaborative is organized around six sectors: locomotives and rail, trucking, construction and distributed generation, agriculture and biofuels, marine vessels and ports, and public fleets. The rail, trucking and ports sectors also coordinate closely on broader “goods movement” strategies.
