Grants & Funding
Emerging Technologies Program

EPA’s Clean Diesel Emerging Technologies Program fosters the development of cutting-edge technologies that reduce emissions from the existing fleet of heavy-duty diesel engines. The program promotes the deployment of innovative technologies by providing funding to develop and evaluate these technologies in the field.

There will be no Emerging Technology competition in 2012.

Background

The Clean Diesel Emerging Technologies Program helps advance new, cutting edge technologies that reduce diesel emissions from existing engines. Under this competitive grant program, EPA provides funding assistance to eligible entities for the deployment of diesel emission reduction technologies that have not yet been verified or certified by EPA or California Air Resources Board (CARB). To qualify as an emerging technology, the technology manufacturer must be in the initial stages of the verification process with EPA or CARB and listed on EPA‘s Emerging Technology List.

The Emerging Technology Program has two components. The first focuses on the technology manufacturer and the effort to get their technology on the Emerging Technologies List. The second component is the grant competition, through which an eligible entity applies for funds to purchase an emerging technology from the Emerging Technologies List. Both components are described in more detail below.

Eligible Entities

Organizations are eligible to apply for EPA grant funds if they are

  • U.S. regional, state, local or tribal agencies or port authorities with jurisdiction over transportation or air quality or
  • Nonprofit organizations or institutions that:
    • represent or provide pollution reduction or educational services to persons or organizations that own or operate diesel fleets; or
    • have, as their principal purpose, the promotion of transportation or air quality

School districts, municipalities, metropolitan planning organizations (MPOs), cities and counties are all eligible entities under this program to the extent that they fall within the definition above.

A manufacturer of an emerging technology must partner with an eligible entity able to receive grant funding. EPA recommends that manufacturers establish this partnership early in the process, prior to the release of EPA's Request for Proposals, in order to complete the necessary steps before the deadline. The application process is explained at Placement on the Emerging Technologies List.

Eligible Uses of Funding

Only technologies on the Emerging Technologies List can be used for projects funded through the Emerging Technologies Program. Funding may be used to monitor and evaluate performance of the emerging technology.
