The Office of Compliance (OC) identifies, prevents, and reduces noncompliance and environmental risks. OC does this by:
- Providing leadership in program planning, priority setting and performance measurement
- Ensuring effective monitoring and assessment of compliance
- Advancing the practice of compliance assistance
- Enhancing the quality and expanding the use of compliance data
- Ensuring effectiveness of compliance and enforcement personnel through training
Agriculture Division

The Agriculture Division (AgD) is responsible for overseeing environmental compliance programs for agricultural production, including crops, livestock, forestry, agricultural chemicals, irrigation, lawn care, and pest control. The Ag Division also manages the Laboratory Data Integrity Branch and sponsors EPA's Ag Center. The Ag Division:
- Provides guidance and policy development
- Coordinates EPA's Compliance Assistance policy for agriculture and measurement among regions, states, tribes and other agencies, and information providers
- Forms strong partnerships with states, local governments, and tribes to address compliance issues
- Develops communication and marketing strategies and mechanisms to reach critical audiences and stakeholders
- Provides lead regulatory and program support on compliance assistance and monitoring matters related to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA)
- Administers the FIFRA state and tribal compliance cooperative agreement program
- Manages the pesticide producer registration and production reporting program under Section 7 of FIFRA
- Implements the Agency's Good Laboratory Practice (GLP) regulatory activities under FIFRA and the Toxic Substances Control Act (TSCA)
- Supplies program support for Confined Animal Feeding Operations (CAFO) compliance activities under the Clean Water Act (CWA)
- Coordinates the Discharge Monitoring Report - Quality Assurance (DMR-QA) program for monitoring the data quality submitted under the requirements of the National Pollutant Discharge Elimination System (NPDES) permits

The Compliance Assessment and Media Programs Division (CAMPD)
- Serves as the focal point for OECA on compliance matters related to the Clean Air Act (CAA), the Clean Water Act (CWA), and the Toxic Substances Control Act (TSCA) -- PCBs and asbestos only
- Develops compliance monitoring, evaluation and inspection guidance for the CAA, CWA, and TSCA (PCBs and asbestos) programs that apply to regions, states, and tribes
- Develops and presents training for EPA, state and tribal inspectors
- Provides direction and oversight to the national performance-based strategies for the CAA and CWA
- Develops CWA and CAA guidance for use in the State Review Framework (SRF) process, and provides SRF training to the regions and states
- Manages the national Applicability Determination Index (ADI) which provides answers to questions relating to the applicability of the CAA regulations to facilities
- Manages the national Wood Heater Program
- Establishes CAA, CWA, and TSCA (PCBs and asbestos) program information management requirements
- Oversees and provides guidance and policy direction for the Agency regarding the issuance of federal credentials
- Serves as the National Coordinator for the use of technology during evaluations and inspections, e.g., use of software and tablets

Compliance Assistance and Sector Programs Division

The Compliance Assistance and Sector Programs Division (CASPD) serves as EPA's focal point for compliance assistance policy, coordination, and measurement among EPA, states, tribes and other agencies and assistance providers. Key responsibilities for the Division include:
- Develops policies, guidance and protocols that advance the practice of strategic integration of compliance assistance into EPA activities
- Develops compliance assistance "tools" such as Compliance Guides and Compliance Check-lists to help businesses and local governments understand their environmental regulatory obligations
- Promotes effective communication and marketing of assistance information and tools, to the regulated community, trade associations, and tribal and other government partners
- Researches and identifies priority and emerging industry and government sectors that would benefit from compliance assistance and develops integrated strategies to target, market and deliver tools to address known problem areas
- Measures the effectiveness of the Agency's compliance assistance activities. Uses compliance assistance results to demonstrate the benefits achieved from compliance assistance
- Serves as the Office lead for Indian Country issues for the compliance assurance program
- Manages the partnerships with the web-based Compliance Assistance Centers, which are sector-based and provide a range of compliance and training information.
- Oversees compliance assistance and inspection programs for the Safe Drinking Water Act, the Oil Pollution Control Act and portions of the Resource Conservation and Recovery Act and the Toxic Substances Control Act.
Enforcement Targeting and Data Division

The Enforcement Targeting and Data Division (ETDD) operates and maintains national information systems and collects, analyzes and explains the vital information needed for the enforcement and compliance assurance program. ETDD:
- Builds and maintains data systems which provide enforcement and compliance assurance information on environmental statutes, for example, the Air Facility System (AFS) that supports the Clean Air Act, and the Integrated Compliance Information System (ICIS) that supports the Clean Water Act.
- Develops and maintains integrated targeting, data access, and analytical tools. These tools provide access to environmental enforcement and compliance assurance data to the public, EPA program offices, states, and EPA regions. The Enforcement Compliance History Online (ECHO) provides enforcement and compliance information for the public, and the Online Tracking Information System (OTIS) allows EPA staff, state/local/tribal governments and federal agencies to access a wide range of data relating to environmental enforcement and compliance assurance to aid in targeting resources toward high risk or non-compliant facilities.
- Collects, analyzes and reports state and federal enforcement and compliance results including the National Enforcement Trends (NETS) report, which is a set of tables and graphs that describe EPA's national enforcement and compliance assurance results and trends.
National Enforcement Training Institute

The National Enforcement Training Institute (NETI) is responsible for training federal, state, local and tribal lawyers, inspectors, civil and criminal investigators and technical experts in the enforcement and compliance of the nation's environmental laws. NETI promotes a balanced training approach using traditional classroom training, distance learning tools such as computer-based training, and cooperative agreements with other organizations to reach a broad audience. NETI:
- Develops and delivers classroom and technology-based environmental enforcement training
- Assists other organizations in developing and delivering environmental enforcement training
- Maintains a training web site for on-line courses, course schedule information and registration services, and individual student accounts
- Operates state-of-the-art training facilities in Washington, DC and Lakewood, Colorado
- Fosters a network of instructors and training contacts nationwide
- Advises national program managers on enforcement and compliance assurance training needs

The National Planning, Measures, and Analysis Staff (NPMAS) oversees the Office of Enforcement and Compliance Assurance's strategic planning activities, and the development of measures and performance analyses in support of strategic planning and program management efforts. NPMAS is responsible for:
Strategic Planning
- Prepares OECA's GPRA Annual Performance Plan, which includes setting annual performance goals and measures
- Manages the process for developing and selecting national enforcement and compliance priorities
- Manages the process for developing OECA's National Program Guidance, including Core Program and National Priority Guidance
- Manages the OECA State and Tribal Assistance Grant (STAG) program
- Manages the process for developing Goal 5 of EPA's Strategic Plan
Performance Analysis and Measurement
- Manages implementation of the State Review Framework (SRF) to improve consistency of EPA oversight of state enforcement and compliance programs
- Conducts in-depth performance analyses to evaluate performance of specific program components, and develops recommendations for improving program performance
- Completes the annual OMB PART review of the Civil Enforcement Program
- Assists with the development of regional and state accountability tools
- Conducts ad hoc analyses to support program management activities
- Develops Statistically Valid Noncompliance Rates
- Develops outcome measures for new areas (e.g., prevention measures)
- Ensures reliability of outcome reporting through the Case Conclusion Data Sheet and similar tools
- Improves state measurement capabilities through capacity building activities
