Description: The quantity in this field represents one of several measurements of a point's emssion value i.e., the allowable limit, etc. The quantity's measurement that is represented depends on the value of the Emissions Type Code. When the Emissions Type Code = 'ACTU', EMISS_VALUE, the actual emission is being described. When Emissions Type Code = 'ALLW', EMISS_VALUE, the allowable emission is being described, etc.
