Description: Mod_score is a numeric value based on the following criteria:

EPA verification (where applicable);
Verifications based on conformance of coordinate to geography reported to program. (e.g., coordinate to ZIP-polygon conformance, coordinate to ZIP-bounding-box conformance);
Reported collection method and scale.

In general, low mod_score values are more desirable. Mod_score is a raw score modified by verification weight: MOD_SCORE = [15 + ACCURACY_VALUE^0.61] *[1 - VERIFY_WEIGHT)
