Chapter 3: Regulations Governing Hazardous Waste Generators (PDF) (10 pp, 207 K, About PDF) from the RCRA Orientation Manual
This chapter provides introductory information on the hazardous
waste management programs for generators under the Resource Conservation and Recovery
Act (RCRA). It is designed for EPA and state personnel, members of the
regulated community, and the general public who wish to better understand
RCRA.
RCRA Online
This online database is designed to enable users to locate documents,
including publications and other outreach materials, that cover a wide
range of RCRA issues and topics.
RCRA Self Assessment
Tools
This Web page provides checklists and audit protocols to help generators
determine their compliance with RCRA.
Hazardous
Waste Generator Requirements
This table provides a summary of requirements for each class of hazardous
waste generator: Conditionally Exempt Small Quantity Generators (CESQGs),
Small Quantity Generators (SQGs), and Large Quantity Generators (LQGs)
Hazardous
Waste Data/Biennial RCRA Hazardous Waste Reports
EPA, in partnership with the States, biennially collects information regarding
the generation, management, and final disposition of hazardous wastes
regulated under RCRA. The purpose of the biennial reports is to communicate
the findings of EPA's waste reporting data collection efforts to the public,
government agencies, and the regulated community.
RCRA
In Focus
This series of publications provides an overview of the RCRA regulations
affecting specific industry sectors. Intended as a guide for small businesses,
RCRA In Focus (RIF) presents the lifecycle of a typical waste for each
industry and focuses on recycling and pollution prevention options.
RCRA,
Superfund and EPCRA Call Center Training Module: Introduction to Generators (PDF) (23 pp, 181 K, About PDF)
This document provides an overview of requirements for hazardous waste
generators. The document explains the three classes of generators, outlines
the different generation and accumulation limits, and provides specific
regulatory citations. Other topics include EPA identification (ID) numbers
and manifests; accumulation standards and regulations pertaining to accumulation
in tanks, containers, containment buildings, and on drip pads; and "satellite
accumulation."
Universal
Waste
This Web site describes the universal waste rule which streamlines collection
requirements for certain hazardous wastes in the following categories:
batteries, pesticides, mercury-containing thermostats, and lamps.
Managing
Hazardous Waste in Your Community
This series of fact sheets provides a basic overview of EPA's hazardous
waste regulations and includes state hazardous waste contacts.
Construction
and Demolition Debris
This Web site provides information on Construction and Demolition (C&D)
debris generated during construction, renovation, and demolition projects.
Part
261 of the Code of Federal Regulations (40 CFR Part 261)
Provides the federal standards for identifying hazardous wastes. Also
provides the definition of hazardous waste and the definition of solid
waste.
Part
262 of the Code of Federal Regulations (40 CFR Part 262)
Provides the federal standards for generators of hazardous wastes.
Laws, Regulations, and Information on the Regulatory
Development Process
Permit
Improvement Team
The Permit Improvement Team (PIT) was created in July 1994 to examine
all of EPA's permitting programsincluding the RCRA permitting processand
identify how they can be improved. The Team consists of EPA, State, tribal,
and local government officials.
Public
Participation and Citizen Action
This Web site explains how the public plays an important role in the permitting
process for both hazardous and municipal solid waste facilities. Facilities
applying for a permit must involve the public in some aspects of the process.
Businesses and the State or federal permitting agency also must make information
available to the public.
Federal Register
Environmental Documents -- Wastes
This Web site allows users to search and review all Federal Register notices
and documents pertaining to wastes back to 1994.
Hazardous
Waste Manifest System
This Web site details the forms, reports, and procedures designed to seamlessly
track hazardous waste from the time it leaves the generator facility where
it was produced, until it reaches the off-site waste management facility
that will store, treat, or dispose of the hazardous waste.
