DSW Final Rule: Resources for Implementation
On October 7, 2008, the Environmental Protection Agency issued a final Definition of Solid Waste (DSW) rule that streamlines regulation of hazardous secondary materials to encourage beneficial recycling and help conserve resources. By removing unnecessary regulatory controls, EPA expects to make it easier and more cost-effective to safely recycle hazardous secondary material. This website provides tools and resources for facilities managing hazardous secondary materials under this rule.

What guidance documents are available to support implementation of the rule?
- Interim Procedure for Submitting Notifications under the DSW Final Rule (PDF) (7 pp, 80K, About PDF) - The purpose of this interim procedure is to explain how facilities should meet their notification requirement under the Definition of Solid Waste (DSW) final rule using the existing Subtitle C Site Identification form (EPA form 8700-12). (This interim procedure was updated March 17, 2009 to revise EPA’s estimated date for completing modifications to the Site ID form for the DSW rule.)
