Establish a framework for sustainable ongoing
beverage container recycling programs at away-from-home
venues. The project will:
- Form a stakeholder group composed of NAPCOR, APR,
EPA, selected recycling and waste management professionals,
beverage brand companies, and representatives of the
venue management companies;
- Identify and categorize all venue locations in
the US, including data about facility location, ownership,
management; types and frequencies of events; capacities
and typical attendance;
- Estimate potential quantities of recyclable beverage
containers (plastic bottles. plastic cups, and aluminum
cans) at these venues;
- Identify venue categories that have model sustainable
recycling programs in place;
- Identify those venue categories where no recycling
programs exist or attempts at recycling programs were
unsuccessful;
- Develop a comprehensive list of all venues in the
US by category and the beverage containers they generate;
- Develop models of ongoing, sustainable programs
for replication in those venue categories through
the above efforts;
- Develop a strategic plan for large-scale implementation
of these models to the appropriate event categories.

This project will create a model for
public space recycling that is tested for sustainability,
environmental benefits and cost. It will result in best
practices, including how to access the need and design
of public space recycling in a community, how to launch
a well-designed public space recycling program that
is cost-effective and sustainable, and the elements
of a comprehensive educational campaign that encourages
public space users to think about recycling and utilize
the recycling stations instead of putting everything
in the trash. Eureka Recycling has selected venues and
developed partnerships to test public space recycling
in a full spectrum of public spaces. Recycling at these
spaces would be applicable to many urban, rural, suburban
locations throughout the country. Recycling will be
tested at the Como Zoo and Conservatory and Como Park
in Saint Paul. Both indoor and outdoor attraction centers
will be included. In addition, Eureka Recycling and
the City of Saint Paul will identify a civic space within
Saint Paul to test public space recycling. By partnering
with Saint Paul Public Art, we will work with the established
neighborhood or business associations to create appropriate
and attractive public space recycling. |

The goal of the project is to increase
the national recycling rate from 30% to 35% by 2008.
First, NRC will provide technical assistance and guidance
on the definition and proper usage of recycling logos,
icons, and messages. This effort will be guided in part
by a group of experts and stakeholders who will clarify
standards and guidelines for use of the recycling logo
and symbols. A website will be created to place the
uniform information. In the second stage, NRC will undertake
consumer research to identify the most effective messages
for enhancing the value of recycling for consumers,
and will establish a fund development team to secure
financing for the national campaign from a broad-based
and diverse group of stakeholders. These funds will
be used to develop and place the creative part of the
national campaign in multiple media formats and markets
along with public service announcements. |

City, in partnership with RecycleBank (a Philadelphia
based company that has developed an innovative program
that rewards households for recycling) will provide
single stream collection of recyclables to approximately
7,200 households as a pilot program. The city will be
able to track participation in the new curbside recycling
and then use the grant money to produce outreach/education
materials. |

will allow modifications to be made early in the product
development process when changes are most cost effective. |

a summary report which synthesizes the work of three previous
state reviews of coal combustion product utilization (CCP)
practices. The Department of Energy, the EPA, the American
Coal Ash Association and Headwaters, Inc. previously sponsored
a series of independent reviews in Texas, Florida and
Pennsylvania. The purpose of the reviews was to study
utilization practices, highlight successes, and identify
barriers to increased utilization. This summary report
will examine the results of the three reviews and provide
an analysis of CCP utilization from a national perspective. |

USEPA New England, with support from EPA
HQ and the Region 5 Chicago office, awarded a $35,000
cooperative agreement to the Northeast Management Officials
Association to develop a searchable database of beneficial
use determinations (BUDs). The database will initially
include information from the eight Northeast states, including
Maine, Vermont, New Hampshire, Massachusetts, Connecticut,
Rhode Island, New York and New Jersey, as well as, Wisconsin,
Pennsylvania, Florida, Indiana, and Minnesota. The database
will focus on coal combustion by-products, foundry sands,
and various construction and demolition (C&D) debris
materials. This work is building on an existing database,
developed by NEWMOA in 2001, by improving and expanding
the types of information available. The goal of the project
is to encourage the beneficial reuse of industrial by-products
and C&D debris and to decrease the quantity of materials
requiring disposal, through improved information sharing
among state BUD programs. The project will improve the
information available about the quantity of by-products
reuse that is occurring and the state BUD review process
by providing information about particular waste/use combinations
that other states have already dealt with. |

The Northeast Waste Management Officials'
Association (NEWMOA) goals for the project are to prepare
a report that presents the trends in the use of mercury
in products sold in the US in 2001 and 2004 based on data
submitted to the Interstate Mercury Education and Reduction
Clearinghouse (IMERC), and to prepare a proposal for implementing
electronic filing of Notification Forms by the regulated
community and how IMERC can implement the proposal in
time for the 2007 triennial Notification schedule. IMERC’s
efforts to transition to an e-filing database are to streamline
the regulatory burden on the reporting companies; improve
the quality of the data by building in logic and intelligence
that eliminates common errors, such as incorrect units
(i.e., firms reporting milligrams when they actually should
report in grams), incorrect calculations, illogical data,
or required data that are missing; dramatically reduce
the time needed to make the data available online; substantially
reduce IMERC’s costs for maintaining the database
by eliminating the need to manage and copy hard copy forms
and to manually input the data into the database; enable
the Clearinghouse to create the capacity for users of
the database to generate certain types of reports using
the data in the database that could be accessed through
the website; and, enable the states to sustain the Notification
system and the Mercury-added Products Database with the
funds that they provide through their annual dues to IMERC
by reducing the operating costs for IMERC in the long
term. |

schools;
- Provide awareness training to the school faculty
and administrators; and
- Encourage participating schools to improve their
chemical management practices by altering their current
science curriculum to incorporate microscale or smallscale
chemistry and/or participate in the Alabama Science
in Motion program.

project to remove outdated and hazardous chemicals from
NC schools, and provide technical assistance, training
and educational guidance on proper chemical management.
The project will develop training materials for school
personnel in areas of progressive laboratory and maintenance
chemical management, and preventative approaches for future
chemical management. Description of work:
- Test a program to remove potentially harmful chemicals
from schools and implement responsible chemical management
practices;
- Support chemistry teachers and school facilities
managers by providing technical assistance; and
- Increase statewide awareness of the problem of out-dated,
off-specification and unused chemicals being accumulated
and stored in North Carolina schools.
The lessons learned from this project will help inform
the design and implementation of future chemical management
programs. |

RCC Grants Program: Fiscal
Year 2006 - Request for Initial Proposals
The EPA's Office of Solid Waste and Emergency Response (OSWER)
and EPA
Regions 2, 3, 6 and 7 are soliciting proposals for assistance
agreements that address solid waste reduction, recycling and
management, and priority chemical reduction. The remaining
EPA Regions may issue similar solicitations for their Regions,
and should be contacted separately.
The aim of this solicitation is to foster positive change
by stimulating innovative ideas for waste reduction and recycling
projects to:
- Increase the national recycling rate from 30% to 35% by
2008;
- Reduce and recycle industrial byproducts (including construction
and demolition debris);
- Reduce the amount of electronic waste going to landfills
and/or incinerators; and
- Reduce the amount of priority chemicals found in waste
streams.
This solicitation describes the program goals and gives general
information on the application and selection process, initial
proposal format, and evaluation criteria.
