U.S. EPA, as part of its Science to Achieve Results program, is seeking applications for Clean Air Research Centers. EPA is interested in supporting research on the health effects of exposure to particulate matter (PM), ozone, and other air pollutants, both singly and in multipollutant atmospheres. Priority research areas include: explaining regional and temporal differences in air pollution risk; determining the origins and transformations of multipollutant atmospheres and their constituents; defining exposure/concentration-response relationships; assessing susceptibility; understanding PM effects in a multipollutant context; and developing greater understanding of PM and ozone health effects. EPA is seeking proposals for integrated, multidisciplinary research centers that will advance understanding air pollution and human health effects.

The National Science Foundation's small business programs stimulate technological innovation in the private sector by strengthening the role of small business concerns in meeting federal research and development needs, increasing the commercial application of federally supported research results, and fostering and encouraging participation by socially and economically disadvantaged and women-owned small businesses. The Small Business Technology Transfer Program (STTR) requires researchers at universities and other research institutions to play a significant intellectual role in the conduct of each STTR project. These university-based researchers, by joining forces with a small company, can spin off their commercially promising ideas while they remain primarily employed at the research institution.

The primary objective of the National Science Foundation's SBIR Program is to increase the incentive and opportunity for small firms to undertake cutting-edge, high-risk, high-quality scientific, engineering, or science and engineering education research that would have a high potential economic payoff if the research is successful. Only two proposals per organization (i.e., for-profit organizations: U.S. commercial organizations, especially small businesses with strong capabilities in scientific or engineering research or education) will be accepted for this solicitation. The topics are biotech and chemical technologies, education applications, information and communication technologies, and nanotechnology, advanced materials, and manufacturing.

Partnerships for Innovation

The goals of the Partnerships for Innovation Program are to 1) stimulate the transformation of knowledge created by the research and education enterprise into innovations that create new wealth; build strong local, regional and national economies; and improve the national well-being; 2) broaden the participation of all types of academic institutions and all citizens in activities to meet the diverse workforce needs of the national innovation enterprise; and 3) catalyze or enhance enabling infrastructure that is necessary to foster and sustain innovation in the long-term. To develop a set of ideas for pursuing these goals, this competition will support 12-15 promising partnerships among academe, the private sector, and state/local/ federal government that will explore new approaches to support and sustain innovation. An example of an awarded partnership is the Stevens Institute of Technology Environmental Entrepreneurship Program, which was funded in 2008 to foster rapid development and acceptance into the market of environmental innovations that can be adopted by existing companies.

The Department of Homeland Security (DHS) Science & Technology (S&T) Directorate is interested in receiving proposals for long-range science and technology projects and innovative prototypes that offer potential for advancement and improvement of homeland security missions and operations. This Broad Agency Announcement is open to all responsible sources. DHS technology needs include (but are not limited to) research and development for next-generation or novel technologies or prototypes for the detection and mitigation of the consequences of chemical and biological weapons, agents, and/or toxic industrial chemicals. This announcement will remain open until December 31, 2009. White Papers and/or Full Proposals may be submitted at any time during this period. NOTE: Amendment 1 to BAA-09-05, effective 3-28-2009, revised the White Paper requirement to state that vendors will be allowed to submit a Full Proposal without initially submitting a White Paper; however, until the submission site is updated, in order to submit their Full Proposal, vendors must submit a White Paper containing the following text: "A White Paper is not being submitted. The Geobiology and Low-Temperature Geochemistry Program supports research on 1) the interactions between biological and geological systems at all scales of space and time; 2) geomicrobiology and biomineralization processes; 3) the role of life in the transformation and evolution of the Earth's geochemical cycles; 4) inorganic and organic geochemical processes occurring at or near the Earth's surface now and in the past, and at the broad spectrum of interfaces ranging in scale from planetary and regional to mineral-surface and supramolecular; 5) mineralogy and chemistry of soils and sediments; 6) surficial chemical and biogeochemical systems and cycles and their modification through natural and anthropogenic change; and 7) development of tools, methods, and models for low-temperature geochemistry and geobiological research - such as those emerging from molecular biology - in the study of the terrestrial environment.

The Directorate for Engineering at the National Science Foundation has established the Office of Emerging Frontiers in Research and Innovation (EFRI) to serve a critical role in focusing on important emerging areas in a timely manner. The EFRI Office is launching a new funding opportunity for interdisciplinary teams of researchers to embark on rapidly advancing frontiers of fundamental engineering research. For this solicitation, we will consider proposals that aim to investigate emerging frontiers in the following two specific research areas: (1) Renewable Energy Storage (RESTOR), and (2) Science in Energy and Environmental Design (SEED): Engineering Sustainable Buildings. This solicitation will be coordinated with NSF Directorates listed above, the Department of Energy (DOE), and the Environmental Protection Agency (EPA). EFRI seeks proposals with transformative ideas that represent an opportunity for a significant shift in fundamental engineering knowledge with a strong potential for long term impact on national needs or a grand challenge. Bioinspired Nanophotonics

The goal of the Defense Advanced Research Projects Agency's Bioinspired Photonics program is to harness natural photonic structures and utilize advances in materials technology to create controllable photonic devices at visible and near infrared wavelengths. This approach is designed to enable advanced functionality in physical and chemical activation. Physical activation refers to controlling optical properties directly through incorporation of some actuating material into the structure. Chemical activation refers to optical property (reflectance) changes being driven by chemical molecules being incident on the structure. Demonstration of these activation modalities will be through sensing devices that incorporate dynamically tunable reflectors and volatile organic vapor sensors, respectively.

The National Cancer Institute at the National Institutes of Health invites Small Business Innovation Research (SBIR) grant applications from small business concerns propose for the development of new technologies and/or improving existing technologies for the detection and evaluation of chemical and biological carcinogens in clinical and/or environmental specimens. These technologies should be amenable to automation and high sample throughput. The ultimate goal of this initiative is to develop innovative carcinogen detection technologies to the stage of commercially viable assays. Awards issued under this announcement are contingent upon the availability of funds and the submission of a sufficient number of meritorious applications.
