About Funding New Environmental Technologies

EPA’s Office of Research and Development offers six programs that foster the development of new environmental technologies through three basic types of support. These support types include:

(1) Financial Support:

This includes financial support for small private companies or for universities or other non-profit organizations to develop new technologies. The programs available under this support type include:

  • Small Business Innovative Research (SBIR) program, which provides assistance to small businesses;
  • Science to Achieve Results (STAR) competitive grants program, which provides support to universities and non-profit organizations;
  • National Environmental Technology Competition (NETC), which recognizes and rewards innovative and cost effective technology solutions developed by private companies in high priority areas.
(2) In-kind Support:

This includes support by working collaboratively with private or other government laboratories to share facilities or expertise in technology development under Cooperative Research and Development Agreements (CRADAs).

(3) Performance Verification Support:

This includes support through independent testing and performance verification of privately developed, commercial- ready technologies through the Environmental Technology Verification (ETV) program, and for site remediation technologies, through the Superfund Innovative Technology Evaluation (SITE) program.

EPA SEEKS APPLICATIONS PROPOSING TARGETED RESEARCH PROJECTS OF UP TO 3 YEARS DURATION AND MULTI-DISCIPLINARY REGIONAL STUDIES FOR 3 TO 5 YEARS DURATION FOR THE ECOLOGY AND OCEANOGRAPHY OF HARMFUL ALGAL BLOOMS (ECOHAB) PROGRAM. PROPOSALS DUE 10/4/07. This NOAA-led program provides support for research on algal species whose populations may cause or result in deleterious effects on ecosystems and human health. All research support is dependent upon individual Agency appropriations. Anticipated Funding is approximately $10 million total for 11 awards. (New) EPA REQUESTS PROPOSALS FOR BROWNFIELDS ASSESSMENT, REVOLVING LOAN FUND, AND CLEANUP GRANTS. RESPONSES DUE 10/12/07. Through this initiative, EPA seeks to empower state, tribal, and local environmental and economic development officials to oversee brownfield activities, and encourage the implementation of local solutions to local problems. $72 million expected to be available, up to 200 awards anticipated. (New) EPA REQUESTS PROPOSALS FOR BROWNFIELDS JOB TRAINING GRANTS TO PROVIDE ENVIRONMENTAL JOB TRAINING PROJECTS THAT WILL FACILITATE THE ASSESSMENT, REMEDIATION, OR PREPARATION OF BROWNFIELD SITES. RESPONSES DUE 10/19/07. Projects must serve a community that currently receives, or has received, financial assistance from EPA for brownfields assessment, revolving loan fund or cleanup competitive grants. $2.5 million expected to be available, up to 13 awards anticipated. EPA IS OFFERING GRADUATE FELLOWSHIPS FOR MASTERS AND DOCTORAL LEVEL STUDENTS IN ENVIRONMENTAL FIELDS OF STUDY. PRE-APPLICATIONS DUE 10/23/07 AT 4 PM EST. Anticipated Funding is approximately $5.9 million for 65 new fellowships. Master's level students may receive support for a maximum of two years. (New) EPA AS PART OF ITS GREATER RESEARCH OPPORTUNITIES (GRO) PROGRAM, IS OFFERING GRO GRADUATE FELLOWSHIPS FOR MASTERS AND DOCTORAL LEVEL STUDENTS IN ENVIRONMENTAL FIELDS OF STUDY. APPLICATIONS DUE 10/23/07 at 4 PM EST. Subject to availability of funding, the Agency plans to award approximately 15 new fellowships by 7/31/08. Master's level students may receive support for a maximum of two years. Doctoral students may be supported for a maximum of three years, usable over a period of four years. The fellowship program provides up to $37,000 per year of support per fellowship. Eligibility is restricted to applicants who are attending a fully accredited U.S. college or university (located in the U.S. or its territories) and who are citizens of the U.S. or its territories or possessions, or be lawfully admitted to the United States for permanent residence. (New this week) EPA REGION 9 IS SOLICITING PROPOSALS FOR PROJECTS THAT CONSERVE, RESTORE AND PROTECT THE WATER QUALITY, HABITAT AND ENVIRONMENT OF CALIFORNIA COASTAL WATERS, ESTUARIES, BAYS AND NEAR SHORE WATERS THROUGH COMPREHENSIVE APPROACHES TO WATER QUALITY MANAGEMENT. PROPOSALS DUE 11/19/07. The emphasis is on supporting implementation activities based on existing plans, such as Comprehensive Conservation Management Plans (Clean Water Act Section 320), State programs such as the Integrated Regional Water Management Plans, and local watershed plans. (New) EPA, AS PART OF ITS SCIENCE TO ACHIEVE RESULTS (STAR) PROGRAM, THROUGH ITS INTERAGENCY PARTNER NIH AS WELL AS THE FOOD ALLERGY PROJECT AND THE FOOD ALLERGY AND ANAPHYLAXIS NETWORK, SOLICITS APPLICATIONS FOR EXPLORATORY INVESTIGATIONS IN FOOD ALLERGY FUNDING. The goal of this Funding is to support innovative exploratory/developmental investigations to determine the mechanisms of and risk factors associated with IgE-mediated food allergy and related co-morbid conditions. (New) EPA, AS PART OF THE P3 AWARD PROGRAM, IS SEEKING APPLICATIONS PROPOSING TO RESEARCH, DEVELOP, AND DESIGN SOLUTIONS TO REAL WORLD CHALLENGES INVOLVING SUSTAINABILITY. APPLICATIONS DUE 12/20/07. The P3 competition highlights people, prosperity, and the planet - the three pillars of sustainability. Anticipated funding is approximately $1 million total for all 55 awards for Phase I and approximately 6 awards for Phase II. The EPA offers the P3 competition in order to respond to the technical needs of the developed and developing world while moving towards the goal of sustainability. USDA HAS ISSUED NUMEROUS REQUESTS FOR PROPOSALS FOR THE CONSERVATION INNOVATION GRANT PROGRAM (CIG). The purpose of CIG is to stimulate the development and adoption of innovative conservation approaches and technologies while leveraging Federal investment in environmental enhancement and protection, in conjunction with agricultural production. (New) DOE SEEKS APPLICATIONS FOR SOLID STATE ENERGY CONVERSION ALLIANCE (SECA) COAL-BASED SYSTEMS FUNDING. APPLICATIONS DUE 10/02/2007. PROPOSALS ACCEPTED THROUGH 1/1/2012. 10 areas of interest are identified which include, but are not limited to: 1) Environment and Energy Improvements that address environmental and regulatory issues such as noise abatement, aircraft pollution, and improved certification of clean, quiet, fuel efficient aircraft, and 2) Airports Improvements in design, construction, operation, and maintenance of airports. NATIONAL INSTITUTE OF ENVIRONMENTAL HEALTH SCIENCES

ETV ESTE PROJECTS ISSUE VENDOR SOLICITATIONS

The ETV ESTE project for Radio Frequency Identification (RFID) Tracking of Hazardous Wastes Across International Borders is seeking interested vendors to participate in a project to develop a test plan for evaluating RFID technology for shipping certain chemicals/materials from generator to receiver.  The shipping scenario would include checkpoints along the way, including across North American borders.  Selected vendors would have the freedom to design the tagging configuration and the type of tags used. Technology Resources

Stormwater Technology Clearinghouse: The University of Massachusetts has developed a searchable database containing validated performance data and technical information on innovative stormwater treatment technologies. The database can be accessed at an interactive website, http://www.mastep.net, that was designed to help stakeholders (including conservation commissioners, other local officials, state/federal regulators, site developers and consultants) interpret information such as site and environmental considerations and treatment efficiencies for various pollutants. It also serves as a repository for test reports and performance data from a variety of sources. The project has been financed with federal funds from the Environmental Protection Agency to the Massachusetts Department of Environmental Protection under a Section 319 competitive grant. The clearinghouse is still being populated with information and refined – any comments that you may have are welcome and should be sent to Jerry Schoen at 413-545-5532 or jschoen@tei.umass.edu.
