Environmental Technology Verification (ETV) Program


Second International ETV Forum Held in Vancouver, March, 28, 2006

The 2nd International ETV Forum, hosted by Environment Canada and ETV Canada and held in Vancouver, Canada, on March 28, built upon the momentum of the 1st ETV International Forum held in Washington, DC, in July 2005. Sally Gutierrez, Director of EPA's National Risk Management Research Laboratory (NRMRL), and six ETV team members participated in the second Forum. The Forum provided delegates with an opportunity to foster global alliances and to contribute to harmonizing environmental technology verification world-wide. Representatives from the United States, European Union, China, Japan, India, Bangladesh, Southeast Asia, Central America, and other countries spoke at the Forum.

European ETV Pilot Projects Met in Frankfurt, March 6–8, 2006

Three European Union (EU) ETV pilot projects, established under the European Environmental Technology Action Plan, are currently in months six through twelve of their three year project periods. The meeting, held in Frankfurt, Germany, on March 6-8, reviewed project status and plans for future work. By the end of the project periods, two of the three projects are charged with recommending an ETV system for the EU. The technology areas of focus are remediation, site monitoring, clean technologies and water, especially drinking water. Teresa Harten, U.S. EPA ETV Director, participated as a member of the advisory board to the projects. A fourth pilot project is scheduled to begin within several months and proposals are currently under review by the European Commission.

ETV Program Can Support State and Local Air Pollution Rules

The South Coast Air Quality Management District (SCAQMD) became aware of the ETV Air Pollution Control Technology (APCT) Center's performance verification of baghouse fabrics. SCAQMD later adopted Rule 1156 (on November 4, 2005), which encourages the use of ETV-verified baghouse fabrics to control particulate emissions from Cement Manufacturing Facilities. The rule defines a Verified Filtration Product as "filtration products that are verified under the U.S. EPA Environmental Technology Verification (ETV) Program." The rule contains the provision, "In lieu of annual testing, the operator who elects to use all verified filtration products in its baghouses shall conduct a compliance test every five years." Mobile Source Device Verified

The ETV Air Pollution Control Technology Center, in cooperation with RTI International, has verified the performance of the Mitsui Engineering and Shipbuilding Diesel Particulate Filter, developed by Paceco Corp. This emissions control system consists of a diesel particulate filter for non-road diesel engines. The performance verified was the percentage emission reduction achieved by the technology for particulate matter, nitrogen oxides, hydrocarbons, and carbon monoxide relative to the performance of the same baseline engine without the technology in place. Operating conditions were documented and ancillary performance measurements were also made. The verification report and statement will be available soon on the ETV Web site.

ETV Air Pollution Control Technology Center
Solicits Technology Vendors

The APCT Center, operated by RTI International, invites vendors to participate in verification tests of the following technologies:

Diesel Engine Retrofit Emissions Control Technologies:
Technologies include add-on devices such as exhaust catalysts and particulate matter filters, engine modifications, selective catalytic reduction systems, fuel modifications and reformulations, alternative fuels, and lubricants used on mobile diesel engines and some categories of stationary engines. Verification of these technologies, when used to reduce nitrogen oxide (NOx) emissions, is of interest to Texas' New Technology Research and Development (NTRD) Program, as well as others. ETV Advanced Monitoring Systems Center

ETV Drinking Water Systems Center
Solicits Technology Vendors

The DWS Center, operated by National Sanitation Foundation International (NSF International), invites vendors and partners to participate in verification tests of the following technologies:

Drinking Water Treatment Technologies: Including technologies designed to assist in compliance with the Long Term 2 Enhanced Surface Water Treatment Rule and the Groundwater Rule. Examples of technologies that may be applicable include membrane filtration, ultraviolet radiation, and on-site chlorine generators. All alternative technologies will be considered.

The DWS Center is also interested in mobile package drinking water treatment systems that could be used for emergency water supplies and as permanent installations at small communities.

ETV Greenhouse Gas Technology Center Solicits
Technology Vendors

The GHG Center, operated by Southern Research Institute (SRI), is soliciting collaborators and vendors of the following technologies for independent performance verification testing:

Hydrogen Technologies: Including hydrogen generation reforming technologies, end-use applications (i.e., fuel cells and engines), storage technologies, and hydrogen safety technologies. For more information, please contact Richard Adamson, SRI, at (919) 806- 3456 (ext. 23).

Distributed Electrical Generation and Combined Heating/Cooling and Power Technologies: Technologies associated with distributed electrical generation (i.e., fuel cells, Stirling engines, reciprocating engines), including combined heating/cooling and power applications (e.g., waste heat recovery for space heating, water heating, chillers/refrigeration, dehumidification, etc.). May 14–19, 2006 - The 14th International Conference on Aquatic Invasive Species (ICAIS) will be held May 14-19, in Key Biscayne, FL. This comprehensive international forum focuses on the review of accumulated scientific knowledge, presentation of the latest field and laboratory research, introduction of new technological developments for species control and mitigation, discussion of policy and legislation to prevent new introductions, ballast water and other shipping-related issues, and public education and outreach initiatives.
