Environmental Technology Verification (ETV) Program


EPA Board of Scientific Counselors to Review EPA sustainable Technology and Science, ETV Program

On April 25-26, the EPA Board of Scientific Counselors (BOSC) will conduct a review of the ETV Program as part of EPA’s Sustainable Technology and Science research area. The BOSC fulfills several important roles for the EPA Office of Research and Development (ORD), including: evaluates science and engineering research, reviews program progress and development, provides peer review of research plans and products, and provides advice on human resource planning. In particular, ORD has been utilizing BOSC reviews as a means of independent review to evaluate the success of research outcomes. ETV has been endeavoring, in the past several years, to document the program’s positive impacts in providing valuable information to the decision-makers who purchase and regulate environmental technology, as well as giving developers of new technology important performance feedback to further innovate their technologies. Stakeholder outreach meetings held in 2004 and 2005, and the two-volume outcomes case study documents published in 2006 (see http://www.epa.gov/etv/publications.html#case), were integral to these efforts.

The BOSC Technology for Sustainability Subcommittee Meeting will be held April 25-26, 2007, at the U.S. EPA Andrew W. Breidenbach Environmental Research Center in Cincinnati, OH. Participation by the public is welcome and there will be opportunity for public comment. New Technology for Environmental Solutions –Collaborating for Results

The U.S. EPA ETV and Small Business Innovation Research (SBIR) Programs will host a joint regional outreach workshop on May 8, 2007, at the EPA Region 6 offices in Dallas, TX. The workshop, “New Technology for Environmental Solutions–Collaborating for Results,” will highlight technology development, commercialization, and verification activities supported and conducted by the ETV and SBIR Programs. In particular, the event will highlight ETV and SBIR collaborations with state and local agencies, organizations and technology developers in EPA Region 6 (Texas, New Mexico, Oklahoma, Arkansas, and Louisiana). Environmental professionals from the public and private sectors and the general public are encouraged to attend. There is no fee to attend this event. Baghouse Filtration Product Verified

The ETV Air Pollution Control Technology Center, in cooperation with RTI International, has verified the performance of Southern Filter Media, LLC’s filter fabric PE-16/M-SPES for controlling fine particulate matter (PM2.5) emissions. The fabric filter was evaluated for the following verification parameters: outlet particle concentration at standard conditions (for PM2.5 and total mass), average and initial residual pressure drop, residual pressure drop increase, filtration cycle time, mass gain of test sample filter, and number of cleaning cycles. ETV Air Pollution Control Technology Center
Solicits Technology Vendors

The APCT Center, operated by RTI International, invites vendors to participate in verification tests of the following technologies:

Diesel Engine Retrofit Emissions Control Technologies: Retrofit technologies that control emissions of particulate matter, nitrogen oxides, hydrocarbons, or carbon monoxide from heavy duty diesel engines. Technologies include add-on devices such as exhaust catalysts and particulate matter filters, engine modifications, selective catalytic reduction systems, fuel modifications and reformulations, alternative fuels, and lubricants used on mobile diesel engines and some categories of stationary engines. Verification of these technologies, when used to reduce nitrogen oxide (NOx) emissions, is of interest to Texas’ New Technology Research and Development (NTRD) Program, as well as others. Ventilation Air Cleaning or Filtration Technologies: Products for cleaning or filtering ventilation air. Verifications can include ASHRAE 52.2-type efficiency testing for particles from 0.3 to 10 microns, efficiency testing for particles from 0.03 to 10 microns, and efficiency testing for bioaerosols (fungi, bacteria, and virus). ETV Drinking Water Systems Center
Solicits Technology Vendors

The DWS Center, operated by National Sanitation Foundation International (NSF International), invites vendors and partners to participate in verification testing of emerging innovative and alternative technologies used in drinking water treatment. DWS can help vendors needing product-specific testing for models of membrane filters (microfiltration, ultrafiltration, nanofiltration or reverse osmosis) to meet the requirements of EPA’s Long Term 2 Enhanced Surface Water Treatment Rule (LT2).

Surveys of state drinking water regulators have found that ETV helps vendors with new, alternative, and innovative technologies to attain greater acceptance of their technologies.

ETV Greenhouse Gas Technology Center Solicits Technology Vendors

The GHG Center, operated by Southern Research Institute, is soliciting collaborators and vendors of the following technologies for independent performance verification testing:

Greenhouse Gas Emission Reductions for the Semiconductor Processing Industry: Technologies associated with semiconductor processing that reduce emissions of greenhouse gases (i.e., emission abatement equipment, alternate solvents, process improvements). Distributed Electrical Generation and Combined Heating/Cooling and Power Technologies: Technologies associated with distributed electrical generation (i.e., fuel cells, Stirling engines, reciprocating engines), including combined heating/cooling and power applications (e.g., waste heat recovery for space heating, water heating, chillers/refrigeration, dehumidification, etc.) utilizing various fuels (natural gas, hydrogen, biofuels, etc.). On-Board Idle Reduction Technologies: On-board idle reduction technologies for in-use testing and data collection using standard testing protocols for idle reduction technology performance, including: emission reductions, fuel economy improvements, ability to perform cab heating and cooling and meet auxiliary loads, etc. Long term testing may also be included to evaluate durability, maintenance requirements, seasonal impacts, etc. Example technologies include: auxiliary power units/gensets (diesel, fuel cell, others), fuel-/battery-operated heaters, cab cooling systems, and others. Fuel Efficient Technologies for Heavy and Light Duty Vehicles:  These technologies include hybrids, engine and driveline lubricants, novel transmissions (CVTs and others), idle reduction, and other technologies that reduce fuel consumption. Areas of interest include, but are not limited to: technologies for production and/or cleaning of biofuels from wastes, biomass, or agricultural processes; technologies that utilize biofuels from wastes, biomass, or agricultural processes to produce electric or mechanical power or provide heat for various end uses; novel, economical solar energy technologies, including photovoltaics for production of hydrogen; and small scale geothermal technologies. April 1-5, 2007 - The WERC 2007 Environmental Design Contest will be held April 1-5, at New Mexico State University in Las Cruces, NM. WERC is a consortium for environmental education and technology development. The design contest brings together industry, government, and academia in the search for improved environmental solutions. Student teams, made up of college students from across the U.S. and around the world, design solutions for real-world problems while developing fully operational bench-scale solutions that are presented to panels of judges comprised of environmental professionals.Teresa Harten, Director of ETV, will serve as a judge for the design contest. May 15-19, 2007 - The World Environmental and Water Resources Congress will be held May 15-19, in Tampa, FL. and case studies in the field, and to generate best practices for the future.
