Environmental Technology Verification (ETV) Program


ETV Collaborates with Texas' New Technology Research and Development Program

Oversight of the New Technology Research and Development (NTRD) program has been transferred from the Texas Commission on Environmental Quality to the Texas Environmental Research Consortium (TERC). TERC has employed the Houston Advanced Research Center (HARC) to develop the strategic plan and requests for proposals, and to handle management activities. To ensure the success of NTRD awards, HARC sponsored a meeting of recipients on April 11, 2006. The objective was to discuss the future of the NTRD program and to solicit help from grant recipients in developing program direction. Drew Trenholm, RTI International, presented on how the ETV Air Pollution Control Technology (APCT) Center verifications can be conducted under NTRD grants.

Prior to this meeting, on March 31, TERC/HARC released a request for grant applications to identify, test, and evaluate new emissions reducing technologies with potential for commercialization in the state of Texas, and to facilitate the certification or verification of these technologies. ETV Ballast Water Treatment Technology Verification

The draft ETV Ballast Water Treatment Technologies Protocol, developed by the ETV Water Quality Protection Center in cooperation with National Sanitation Foundation International (NSF International), has been used by the Naval Research Laboratory-Key West (NRL-KW) to construct a test facility for evaluation of ballast water treatment technologies. NRL-KW conducted several research projects to refine methods for completing the testing, including introduction of biological species into the challenge water and sampling methods to obtain representative samples of the challenge and treated waters. A trial run, using the actual technology and following the draft ETV protocol, is scheduled for this summer. Outcomes from this testing will provide input for further revision of the ETV protocol. In addition, research regarding surrogate species for use in evaluation of treatment technologies will be completed this summer and will also provide input for protocol revision. Efforts to identify funding for a final trial run of the protocol in late 2006 or 2007 are underway.

A major conference addressing aquatic invasive species is being held May 14-19, 2006, in Key Biscayne, FL. The 14th International Conference on Aquatic Invasive Species (ICAIS) has a distinguished list of presenters who will discuss the many economic, policy, risk assessment, and technical issues related to invasive species. Included in the presentations will be discussions of the NRL-KW site, along with a tour of the facility.

ETV Air Pollution Control Technology
Center Solicits Technology Vendors

The APCT Center, operated by RTI International, invites vendorsto participate in verification tests of the following technologies:

Diesel Engine Retrofit Emissions Control Technologies:
Technologies include add-on devices such as exhaust catalysts and particulate matter filters, engine modifications, selective catalytic reduction systems, fuel modifications and reformulations,
alternative fuels, and lubricants used on mobile diesel engines and some categories of stationary engines. Verification of these technologies, when used to reduce nitrogen oxide (NOx) emissions, is of interest to Texas' New Technology Research and Development (NTRD) Program, as well as others. ETV Drinking Water Systems Center
Solicits Technology Vendors

The DWS Center, operated by NSF International, invites vendors and partners to participate in verification tests of the following technologies:

Drinking Water Treatment Technologies: Including technologies designed to assist in compliance with the Long Term 2 Enhanced Surface Water Treatment Rule and the Groundwater Rule. Examples of technologies that may be applicable include membrane filtration, ultraviolet radiation, and on-site chlorine generators. All alternative technologies will be considered.

The DWS Center is also interested in mobile package drinking water treatment systems that could be used for emergency water supplies and as permanent installations at small communities.

ETV Greenhouse Gas Technology Center

The GHG Center, operated by Southern Research Institute (SRI), is soliciting collaborators and vendors of the following technologies for independent performance verification testing:

May 14-19, 2006 - The 14th International Conference on Aquatic Invasive Species (ICAIS) will be held May 14-19, in Key Biscayne, FL. This comprehensive international forum focuses on the review of accumulated scientific knowledge, presentation of the latest field and laboratory research, introduction of new technological developments for species control and mitigation, discussion of policy and legislation to prevent new introductions, ballast water and other shipping-related issues, and public education and outreach initiatives. May 16-18, 2006 - The U.S. EPA Science Forum 2006, "Your Health, Your Environment, Your Future," will be held May 16-18, at the Ronald Reagan Building and International Trade Center in Washington, DC. This year's forum will highlight advances in risk assessment science, investigate the relationship between the environment and public health, and examine the complementary roles of Federal public health agencies.
