Chemiluminescent Ozone Analyzer Verified

The ETV Advanced Monitoring Systems Center, operated by Battelle, has verified the performance of the JSC Optec Ltd., 3.02 P-A chemiluminescent ozone analyzer. The objective of this verification was to evaluate the performance of the 3.02 P-A for determining ozone in ambient air, in part by comparing it to the response of the ultraviolet-absorption Federal Equivalent Method (FEM) for ozone. The response of the 3.02 P-A to ozone in ambient air and at low (<5%) and high (~80%) relative humidity in clean air was used to evaluate for accuracy, linearity, interference effects, comparability to the FEM, data completeness, and operational factors. ETV Verifies First Technologies Under ESTE: Biomass Co-Firing

The ETV Program has completed its first two verifications under Environmental and Sustainable Technology Evaluations (ESTE). ETV ESTE projects respond directly to EPA’s need for credible performance information on technologies that can help address high-risk environmental problems. In 2005 and 2006, ETV issued requests for proposals and projects were competitively awarded ESTE funding for these high-priority needs for verification within EPA.

The ESTE project for Fuel Characteristics and Emissions from Biomass-Fired Boilers has evaluated co-firing of common woody biomass in industrial, commercial, or institutional coal-fired boilers. Two verifications were recently completed under this project: pelletized wood fuel, developed by Renewafuels, LLC, co-fired with coal at the University of Iowa Main Power Plant Boiler 10 (a stoker unit); and wood waste co-fired with coal at Minnesota Power’s Rapids Energy Center Boiler 5 (a Foster Wheeler Spreader Stoker Boiler). The verifications evaluated changes in boiler performance due to co-firing woody biomass with coal. Boiler operational performance with regard to efficiency, emissions, and fly ash characteristics was evaluated while combusting 100 percent coal and then reevaluated while co-firing biomass with coal. The verifications also addressed sustainability issues associated with biomass co-firing (e.g., fuel consumption and emissions associated with transportation of biomass from suppliers to facility; quality, use, and disposal of fly ash). New EPA Rule Requires Lead-Safe Practices, References ETV Program

On March 31, EPA issued a new lead renovation, repair, and painting program rule requiring the use of lead-safe practices and other actions aimed at preventing lead poisoning. Under the rule, beginning in April 2010, contractors performing renovation, repair, and painting projects that disturb lead-based paints in homes, child-care facilities, and schools built before 1978 must be certified and follow specific work practices to reduce potential exposure to dangerous levels of lead for children in places they frequent. The rule requires use of improved lead test kits and identifies the ETV Program for obtaining independent laboratory validation of test kit performance. The rule states that EPA intends to use ETV or an equivalent testing program approved by EPA for test kit recognition.

ETV to Participate in EPA Science Forum 2008

The U.S. EPA will host the annual Science Forum 2008 on May 20–22, at the Ronald Reagan Building and International Trade Center in Washington, D.C. The theme of this year’s forum is “Innovative Technologies: Key to Environmental and Economic Progress.” The event will feature a plenary session and four thematic session tracks: Technology Advances and Future Directions; Energy, Climate, and the Environment; Water Systems Infrastructure and Security; and Facilitating Technology Development and Commercialization through Partnerships. The forum will also include an Environmental Technology Expo to showcase cutting-edge, innovative technologies. Representatives from ETV Centers and collaborators will present in all forum tracks. Fifteen exhibits featuring ETV verification efforts and a variety of companies with products that have been verified will be on display in the expo. More than 1,000 participants are registered to attend. Mark your calendars for this premier EPA event, and submit your registration online.

Meeting of the International Working Group on Environmental Technology Verification

The U.S. EPA ETV Program will host the fourth meeting of the International Working Group on Environmental Technology Verification (IWG-ETV) on May 22–23, at the EPA Office of International Affairs in the Ronald Reagan Building, Washington, D.C. The objective of the IWG-ETV is to “establish mutual recognition of environmental technology verification programs among participating countries to accelerate the development and deployment of environmentally sound technologies to address common environmental challenges” by exchanging information and knowledge on environmental performance verification. Ultimately, the IWG-ETV hopes to develop a global common approach to verification, following further investigation of each other’s programs and data quality systems. The U.S. EPA ETV Program is a member of the IWG-ETV, along with Environment Canada and the European Commission. Representatives from the U.S., Canada, Europe, Japan, Korea, China, the Philippines, and the Organisation for Economic Co-operation and Development are expected to attend.

ETV Advanced Monitoring Systems (AMS) Center Solicits Technology Vendors

The AMS Center, operated by Battelle, is soliciting vendors and collaborators interested in verification testing of the following technologies:

Automated Sampling and Analysis Systems for Acid Gases and Aerosol Ionic Species in Ambient Air
Technologies of interest must be able to provide automated and unattended measurements of nitric acid, nitrous acid, ammonia, sulfur dioxide, and hydrogen chloride gases, and ammonium, nitrate, sulfate, chloride, sodium, calcium, potassium, and magnesium in aerosol particles with one hour or better time resolution and automatic daily transfer of electronic data files.

ETV Drinking Water Systems (DWS) Center Solicits Technology Vendors

The DWS Center, operated by NSF International, invites vendors and partners for verification testing of technologies to assist in compliance with the Long-Term 2 Enhanced Surface Water Treatment Rule and the Ground Water Rule. Examples of technologies that may be applicable include membrane filtration, ultraviolet radiation, and on-site chlorine generators. All alternative technologies will be considered.

A Web cast on the testing requirements for membranes under the Long-Term 2 Enhanced Surface Water Treatment Rule and the Ground Water Rule is available upon request. Web casts on the topics of arsenic treatment, emergency response, and protection water treatment technologies are also available.

The ETV Water Quality Protection Center will host a stakeholder meeting to discuss infrastructure technologies. The meeting will be held from 8:30 a.m. to 5:00 p.m., EDT, at the Holiday Inn BWI Airport Conference Center in Baltimore, Maryland. Presentations will be made at the meeting describing multiple EPA efforts in water and wastewater infrastructure, including several recently awarded EPA projects and the ETV Water Quality Protection and Drinking Water Systems Centers. Stakeholders will assist ETV center managers in identifying and prioritizing commercial-ready technologies for verification testing under several available program venues. Infrastructure-related technologies include those for condition assessment, capacity development, leak detection, and rehabilitation of piping systems and structures.

The Joint Services Environmental Management Conference and Exposition (JSEM 2008) will be held in Denver, Colorado. JSEM 2008 will highlight new and innovative ways that the U.S. Department of Defense, other federal agencies, states, the defense industry, and other partners are transforming to meet today’s environmental and energy challenges. JSEM will address a wide range of perspectives, including policy, implementation, best management practices, data management, and technology. The ETV Program will exhibit with the EPA National Risk Management Research Laboratory (NRMRL).

The World Environmental and Water Resources Congress 2008 will be held in Honolulu, HI. This year’s Congress will focus on sustainability issues related to water resources and the environment in 18 tracks covering local, national, and global issues, with special emphasis on the Pacific Rim region. Jeff Adams, EPA, ETV Drinking Water Systems Center, will present “The Reduction of Microbial and Chemical Contaminants with Selected Point-of-Use/Point-of-Entry Systems.” The ETV Program will exhibit with the EPA National Risk Management Research Laboratory.
