Environmental Technology Verification (ETV) Program
NACEPT Subcommittee Recommends Expansion of ETV Program
In a recent report, the National Advisory
Council for Environmental Policy and technology
(NACEPT) Subcommittee on Environmental
Technology evaluated EPA’s stimulation,
facilitation, and use of innovative technology
programs to further the Agency’s mission
to protect public health and the environment.
NACEPT is an independent federal advisory
committee that provides recommendations
to the Administrator of the U.S. EPA on
a broad range of environmental issues.
The report, EPA Technology Programs and
Inter-Agency Coordination (May 2006),
summarizes findings and recommendations
for optimizing environmental technology
programs to promote the research, development,
commercialization and implementation of
sustainable private-sector technologies.
In particular, the Subcommittee recommends
that verification programs like the ETV
Program need to be expanded. The report
states that EPA’s role in developing and
disseminating independent, quality-assured
data on private-sector technology performance
is of ongoing importance, and that demonstration
and verification programs are major commercialization
activities that help assure that effective
technologies are deployed into the marketplace.
The report cites the ETV Program as an
example of world leadership in performance
verification.
This report is one of two reports that
will be issued by the Subcommittee
on Environmental Technology.

ETV Awards 2006 ESTE Funding
In October 2005, a request for a second
round of proposals for ETV Environmental
and Sustainable Technology Evaluations
(ESTE) was issued. ETV has awarded 2006
ESTE funding to a project for Verification
of Portable Optical and Thermal Imaging
Devices for Leak Detection at Petroleum
Refineries and Chemical Plants. Thermal
remote sensing and imaging technologies
provide tools to quickly identify the
source of leaks by allowing the user to
detect and observe live images of leaking
gas phase chemicals. These capabilities
enable an investigator to quickly scan
large areas containing tens to hundreds
of potential leaks. This ESTE project
will provide interested parties with objective
information concerning the performance
of these technologies for fugitive emission
monitoring in industrial leak detection
and repair (LDAR) programs and will better
define the known emission inventory for
sources of emissions. The project will
examine several aspects of leak detection
performance, including: gas compound detection
under a variety of environmental conditions;
determination of detection limits, measurement
accuracy and repeatability; and the portability
and ease-of-use of these devices. Devices
that can speciate and quantify leaks will
be of special interest. More information

ETV Air Pollution Control Technology Center

The APCT Center, operated by RTI International,
invites vendors to participate in verification
testsof the following technologies:
Diesel Engine Retrofit Emissions
Control Technologies: Technologies
include add-on devices such as exhaust
catalysts and particulate matter filters,engine
modifications, selective catalytic reduction
systems, fuel modifications and reformulations,
alternative fuels, and lubricants used
on mobile diesel engines and some categories
of stationary engines. Verification of
these technologies, when used to reduce
nitrogen oxide (NOx) emissions, is of
interest to Texas' New Technology Research
and Development (NTRD) Program, as well

ETV Drinking Water Systems Center
Solicits Technology Vendors
The DWS Center, operated by National Sanitation Foundation International (NSF International),
invites vendors and partners to participate
in verification tests of the following
technologies:
Drinking Water Treatment Technologies:
Including technologies designed to assist
in compliance with the Long Term 2 Enhanced
Surface Water Treatment Rule and the Groundwater
Rule. Examples of technologies that may
be applicable include membrane filtration,
ultraviolet radiation, and on-site chlorine
generators. All alternative technologies
will be considered.
The DWS Center is also interested in mobile
package drinking water treatment systems
that could be used for emergency water
supplies and as permanent installations
at small communities.
