Environmental Technology Verification (ETV) Program


EPA ETV and SBIR Programs Regional Technology Workshop, October 2008, New York City

Mark your calendars and join us on October 7–8, at EPA Region 2 in New York City to learn about new technology to help solve environmental challenges and provide your input about future needs. The ETV and EPA Small Business Innovation Research (SBIR) Programs will host a workshop, “Today’s Environmental Technologies–Innovative Solutions for Regional Issues,” and feature an exciting array of technologies developed and verified with EPA’s support. Region 2 will present their high-priority needs for technology solutions. ETV and SBIR will highlight innovative technologies for air, water, soils, and surface monitoring; drinking water treatment; greenhouse gas mitigation and cleaner energy; wastewater infrastructure, treatment and reuse; and air pollution control.

Attend this workshop to hear from EPA scientists, research collaborators, technology users, and technology developers responsible for developing, verifying and using these technologies; get a closer look at some of the technologies at the workshop’s innovative products exhibition; participate in in-depth discussions on technology areas of interest with the aim of establishing new collaboration among ETV, SBIR and Region 2 and its constituents; and provide your input about future environmental challenges and needs.

The workshop is free and open to all. Environmental professionals and the general public are encouraged to attend. Take advantage of this great opportunity to learn more about two of the EPA Office of Research and Development’s key technology programs and the solutions they support, and to help develop projects to work together on developing and verifying new technology.

ETV Protocol for Determination of Emissions from Outdoor Wood-Fired Hydronic Heaters

The ETV Air Pollution Control Technology Center, operated in cooperation with RTI International, has developed a Generic Verification Protocol for Determination of Emissions from Outdoor Wood-Fired Hydronic Heaters (OWHH). The EPA Office of Air Quality Planning and Standards (OAQPS) has initiated a voluntary program to encourage manufacturers to improve air quality through developing and distributing cleaner, more efficient OWHHs. The ETV Program will verify emissions data for OWHH technologies using the new ETV OWHH Protocol; these data may be submitted as part of the process to obtain product qualification under the voluntary OWHH Program.

New ETV ESTE Project for Qualitative Spot Test Kits for Lead in Paint

ETV has recently established a new project under its Environmental and Sustainable Technology Evaluations (ESTE). ETV ESTE projects respond directly to EPA’s need for credible performance information on technologies that can address high-risk environmental problems. This new project will verify the performance of qualitative spot test kits for lead in paint, and is being supported by the EPA Office of Pollution Prevention and Toxics. The project is in response to the new EPA lead renovation, repair, and painting rule requiring the use of lead-safe practices and other actions aimed at preventing lead poisoning. The rule requires the use of improved lead test kits in renovation, repair and painting projects that disturb lead-based paints in locations that children frequent (e.g., homes, schools). The rule identifies the ETV Program for obtaining independent laboratory validation of test kit performance, and states that EPA intends to use ETV or an equivalent testing program approved by EPA for test kit recognition.

International Working Group Signs Statement of Intent

In May, the U.S. EPA and Environment Canada signed the Statement of Intent for the International Working Group on Environmental Technology Verification (IWG-ETV). In June, the European Commission also signed. The goal of the IWG-ETV is to develop a common approach to verification so that, in time, participating countries are able to mutually recognize each other’s programs and products. The group is currently developing a procedure for addition of new members to the IWG-ETV.

ETV Advanced Monitoring Systems Center Solicits Technology Vendors

The AMS Center, operated by Battelle, is planning verification tests for the following technologies:

Field Portable Fungal Contamination Monitors
AMS is seeking vendors and collaborators for verification of field portable fungal contamination monitors for air and surfaces.

AMS is seeking vendors for verification of cavity ringdown spectroscopy instruments for monitoring at a coal-fired power plant, focusing on ammonia, carbon dioxide, and carbon monoxide, possibly formaldehyde and hydrogen sulfide. Fenceline monitoring and ambient monitoring applications are also being considered.

ETV Air Pollution Control Technology Center Solicits Technology Vendors

The APCT Center, operated by RTI International, invites vendors to participate in verification tests of diesel engine retrofit emissions control technologies, filter media, and ventilation air cleaning or filtration technologies.

ETV Drinking Water Systems Center Solicits Technology Vendors

The DWS Center, operated by NSF International, invites vendors and partners for verification testing of technologies to assist in compliance with the Long Term 2 Enhanced Surface Water Treatment Rule and the Groundwater Rule. Examples of technologies that may be applicable include membrane filtration, ultraviolet radiation, and on-site chlorine generators. All alternative technologies will be considered.

A Web cast on the testing requirements for membranes under the Long Term 2 Enhanced Surface Water Treatment Rule and the Groundwater Rule is available upon request. Web casts on the topics of arsenic treatment and emergency response and protection water treatment technologies are also available.

July 9, 2008
The California Emerging Clean Air Technology Forum will be held in Merced, CA. The Forum is a collaborative effort between EPA, the California Air Resources Board, and the South Coast and San Joaquin Valley Air Districts to accelerate the development and implementation of technologies to achieve air quality goals. These agencies will sponsor a one-day public forum, which will focus on some of the following technologies and research areas: hydraulic and plug-in hybrids, electric vehicles, fuel-cells for vehicles and stationary sources, air emissions monitoring and remote sensing, selective catalytic reduction for locomotives and marine sources, micro-turbines distributive generation, and architectural coatings and solvent certification. Mike Kosusko, EPA, ETV Air Pollution Control Technology Center, will present. This event will also be broadcasted via Web cast Exit EPA Disclaimer; online registration is not required. September 15–16, 2008
An international conference, “Boosting Environmental Technologies by Verification,” will be held in Brussels, Belgium. This conference is hosted by the European Union’s technology verification pilot projects, PROMOTE, TESTNET, AIRTV, and the Nordic Innovation Center Project NOWATECH. The conference will address politicians, regulators, technology providers, industry representatives, and associations with aims to introduce environmental technology verification (ETV) as a tool for technology promotion, show the results of pilot verifications, and allow for participants to present their views to the European community and decision makers. Teresa Harten, ETV Director, will present on the U.S. perspective and how the various international ETV programs can cooperate.
