ETV Receives Regional and other Support for Verification of Radio Frequency Identification Technologied

In 2008, the ETV Advanced Monitoring Systems (AMS) Center received Regional Applied Research Effort (RARE) Program funding from EPA Region 6 to support verification activities for radio frequency identification (RFID) technologies. These verifications are intended to assess RFID’s ability to identify and enumerate hazardous materials being transported across international borders. Verification testing was conducted at the U.S./Mexico border in March 2009. It is anticipated that RFID technologies will provide needed information on the location and quantity of environmental waste shipments being transported to and from the U.S. Information from these verifications will help local, state, and regional representatives make informed decisions during hazardous material releases from transportation incidents, and address potential risks to humans through exposure to contaminated air, soil, and water. The AMS Center also received funding support for this verification from EPA’s Office of Air and Radiation, Office of Enforcement and Compliance Assurance, and Office of Solid Waste and Emergency Response.

Previously, the AMS Center had also received RARE Program funding from EPA Region 3 to support verification of estrogen ELISA test kits for measuring endocrine disrupting compounds in water. Verification reports and statements for both the RFID technologies and the ELISA test kits are expected to be completed in early fall 2009 and will be available soon on the ETV Web Site.

ETV Project Manager Receives EPA Award for Program Office Support on Drift Reduction Technology

Mike Kosusko, project manager for the ETV Environmental and Sustainable Technology Evaluations (ESTE) project for verification of Pesticide Drift Reduction Technologies, has received an EPA Superior Accomplishment Recognition Award, along with Norman Birchfield, Acting EPA Senior Environmental Technology Officer, for providing excellent technical assistance to the EPA Office of Pesticide Programs (OPP). Kosusko and Birchfield were recognized by OPP for establishing a new project under ETV to help reduce risks to humans and the environment from off-target pesticide spray drift. They were recognized for engaging contractors and industry partners, providing insights to improve the initiative’s verification test protocol, and coordinating execution of protocol validation tests. According to OPP, their technical assistance played a significant role in moving this initiative from the developmental to operational stage. Once the program is fully operational, it will benefit EPA and the agribusiness sector in reducing pesticide risks and providing increased protection to humans and the environment.

ETV Open House to be held October 13, at EPA Laboratory in Cincinnati, OH

The annual ETV Team Meeting will be held in October at the EPA Andrew W. Briedenbach Environmental Research Center (AWBERC) in Cincinnati, OH. As part of the meeting, ETV will host an “open house” session from 12:45 p.m. to 5:15 p.m. on October 13, 2009, in the AWBERC auditorium. This session will include presentations from each of the ETV centers and ETV ESTE projects on recent and upcoming environmental technology verification activities. Among other topics, ETV representatives will highlight program collaborations, outcomes of verification and the use of performance data, and stakeholder priorities for future technology needs. This session is open to the public.

Fourth International ETV Forum, November 11-13, Manila,
Philippines

The Philippines government will host the 4th International ETV Forum entitled “ETV: Accelerating Technology Solutions to Climate Change,” on November 11-13, 2009, in Manila, Philippines. This Forum will serve as a venue for exchanging ideas and sharing experiences among participants on issues related to implementing an ETV program within the Philippines, and how this supports technology solutions to mitigate climate change in developing countries such as the Philippines. The Forum will be followed by a meeting of the International Working Group on Environmental Technology Verification (IWG-ETV). U.S. ETV staff will help organize and present at both events.

ETV Advanced Monitoring Systems Center Solicits Technology Vendors

The AMS Center, operated by Battelle, is soliciting vendors and collaborators interested
in verification testing of the following technologies.

Asbestos Soil Samplers:  Field portable asbestos soil samplers. These technologies determine the potential for exposure to asbestos fibers released from soils. The technology should be an alternative to the current practice of activity-based sampling.

Non-Radioactive Alternatives to Nuclear Gauges: This test is part of a collaboration between EPA’s Office of Air and Radiation (OAR) Alternative Technology Initiative (ATI) and the ETV AMS Center. EPA’s ATI fosters the acceptance and voluntary market adoption of non-radioactive technologies, i.e. alternatives to those devices that currently use sealed sources. EPA’s ATI is currently interested in commercial-ready alternatives to nuclear gauges that can be used to determine thickness. Interested vendors of such alternative devices are being solicited.

ETV Drinking Water Systems Center Solicits Technology Vendors

The DWS Center, operated by NSF International, is soliciting vendors of technologies for: water conservation and reuse (e.g., to address water loss as a result of evaporation and other effects of global climate change); energy efficiency in drinking water treatment (e.g., nanotechnology or energy recovery systems integrated into treatment equipment); and treatment to reduce the volume, hazard, or risk of residuals. Technologies that address one or more of the above issues and also treat, reduce or remove one or more of the following contaminants are of high priority, should and when funding becomes available: contaminants regulated under the Long Term 2 Enhanced Surface Water Treatment Rule (particularly membrane separation and ultraviolet inactivation processes), Groundwater Rule, arsenic, radium, uranium, and other existing drinking water rules.

ETV Greenhouse Gas Technology Center Solicits Technology Vendors

The GHG Center, operated by Southern Research Institute, is soliciting vendors and collaborators interested in verification testing of the following technologies.

Distributed Electrical Generation and Combined Heating/Cooling and Power Technologies:  Technologies associated with distributed electrical generation (i.e., fuel cells, Stirling engines, reciprocating engines), including combined heating/cooling and power applications (e.g., waste heat recovery for space heating, water heating, chillers/refrigeration, dehumidification, etc.), and utilizing various fuels such as natural gas, hydrogen, biofuels, etc.

Micro-Combined Heat and Power Technologies:  Small, residential scale (less than 10kW) combined heat and power (CHP) technologies. These "micro-CHP" technologies are utilized to provide on-site power generation, space heat, hot water heating, and/or cooling at residences and small commercial facilities.

ETV Water Quality Protection Center Solicits Technology Vendors

The WQP Center, operated by NSF International, is soliciting vendors and collaborators for verification testing of source water protection and wet weather flow technologies, including grouting and coating materials for infrastructure rehabilitation. For a list of technology categories prioritized by this center please visit the ETV's Water Quality Protection Center Verified Technologies Web Page

ESTE Project for Qualitative Spot Test Kits for Lead in Paint Solicits Technology Vendors

The Environmental and Sustainable Technology Evaluations (ESTE) project for verification of Performance Characteristics of Qualitative Spot Test Kits for Lead in Paint, operated by Battelle under contract to EPA, is soliciting vendors for Phase 2 verification testing of lead test kits. The EPA Lead; Renovation, Repair, and Painting Program rule identifies the ETV Program for obtaining independent laboratory validation of test kit performance. ETV will verify test kits based on the criteria established for the second phase evaluation process (5% false negative and 10% false positive standards).

European AdvanceETV Project Solicits Vendors

The new AdvanceETV project, sponsored by the European Commission, is currently seeking vendors interested in joint verification under the U.S., Canadian, and European ETV programs. The U.S. Department of Commerce (DOC) will host a two-hour event at DOC headquarters in Washington, DC, for U.S. government officials and industry participants to feature examples of new environmental products and services. The event, “The New Environmental Industry – New Entrants and Innovation Broaden the Business of Environmental Protection,” is designed to highlight creativity and innovation in environmental technologies, discuss their importance to the sector, and identify potential policy interactions. DOC invites interested representatives from the U.S. government, relevant trade associations, and private sector companies to participate.
