ENVIRONMENTAL PROTECTION AGENCY 40 CFR Part 52 [PA 70-1-7207b; FRL-5338-9] Approval and Promulgation of Air Quality Implementation Plans; Pennsylvania; Approval of Source-Specific VOC and NOx RACT and Synthetic Minor Permit Conditions AGENCY: Environmental Protection Agency (EPA). ACTION: Proposed rule.
SUMMARY: EPA proposes to approve the State Implementation Plan (SIP) revision submitted by the Commonwealth of Pennsylvania. This revision establishes and requires reasonably available control technology (RACT) on one major source and establishes permit conditions to limit eight source's emissions to below major source levels. In the Final Rules section of this Federal Register, EPA is approving the State's SIP revision as a direct final rule without prior proposal because the Agency views this as a noncontroversial SIP revision and anticipates no adverse comments. A detailed rationale for the approval is set forth in the direct final rule and the technical support document. If no adverse comments are received in response to this proposed rule, no further activity is contemplated in relation to this rule. If EPA receives adverse comments, the direct final rule will be amended to withdraw any permits that are the subject of adverse comments. Public comments will be addressed in a subsequent final rule based on this proposed rule. Only those permits for which EPA receives adverse comments will be addressed by this subsequent rule. EPA will not institute a second comment period on this action. Any parties interested in commenting on this action should do so at this time.
