ENVIRONMENTAL PROTECTION AGENCY 40 CFR Part 52 [WA47-7120b; FRL-5538-4] Clean Air Act Approval and Promulgation of Carbon Monoxide Implementation Plan for the State of Washington: Puget Sound Attainment Demonstration AGENCY: Environmental Protection Agency (EPA). ACTION: Proposed rule.
SUMMARY: EPA proposes to approve the attainment demonstration portion of the State Implementation Plan (SIP) revision submitted by the State of Washington Department of Ecology, as part of its Puget Sound nonattainment area carbon monoxide (CO) attainment plan. In the Final Rules section of this Federal Register, EPA is approving the attainment demonstration portion of the Puget Sound area CO SIP revision as a direct final rule. A detailed rationale for the action is set forth in the direct final rule. If no adverse comments are received in response to that direct final rule, no further activity is contemplated in relation to this proposed rule. If EPA receives adverse comments, the direct final rule will be withdrawn and all public comments received will be addressed in a subsequent final rule based on this proposed rule. EPA will not institute a second comment period on this document. Any parties [[Page 38684]] interested in commenting on this document should do so at this time.
