Approval and Promulgation of State Implementation Plans; Arizona
State Implementation Plan Revision, Maricopa County Environmental
Services Department
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.

SUMMARY: EPA is proposing to approve revisions to the Arizona State
Implementation Plan (SIP) for the Maricopa County Environmental
Services Department (MCESD). The revisions consist of negative
declarations for twelve volatile organic compound source categories for
the MCESD. The intended effect of this action is to bring the MCESD
portion of the Arizona SIP up to date in accordance with the
requirements of the Clean Air Act, as amended in 1990 (CAA or the Act).
EPA is proposing the approval of these negative declarations for the
MCESD portion of the Arizona SIP under provisions of the CAA regarding
EPA action on SIP submittals, SIPs for national primary and secondary
ambient air quality standards, and plan requirements for nonattainment
areas. EPA is approving these revisions in accordance with the
requirements of the CAA.

In the final rules section of this Federal Register, the EPA is
approving the State's SIP submittal as a direct final rule without
prior proposal because the Agency views this as a noncontroversial
revision and anticipates no adverse comments.
A detailed rationale for this approval is set forth in the direct
final rule. If no adverse comments are received, no further activity is
contemplated. If EPA receives adverse comments, the direct final rule
will be withdrawn and all public comments received will be addressed in
a subsequent final rule based on this proposed rule. The EPA will not
institute a second comment period. Any parties interested in commenting
should do so at this time.
