AGENCY: Federal Highway Administration (FHWA), DOT.
ACTION: Notice of intent.
SUMMARY: The FHWA is issuing this notice to advise the public that a draft environmental impact statement will be prepared for a proposed highway project in Contra Costa County, California.

Mr. John Schultz, Chief, District Operations-A, Federal Highway Administration, 980 9th Street, Suite 400, Sacramento, California 95814-2724, Telephone: (916) 498-5041.SUPPLEMENTARY INFORMATION: The FHWA, in cooperation with the California Department of Transportation (Caltrans), will prepare a draft environmental impact (EIS) for a proposal to improve State Route 4 between I-80 and the Cummings Skyway in Contra Costa County, a distance of about 8 kilometers. Improvements are considered necessary to improve operation and safety, and relieve congestion. Alternatives under consideration include (1) taking no action, (2) constructing a new four-lane freeway, and (3) constructing a four-lane divided highway. Incorporated into and studied with various build alternatives will be design variations of grade and alignment. Transportation System Management strategies will be considered in conjunction with build alternatives.
Letters describing the proposed action and soliciting comments will be sent to appropriate Federal, State, and local agencies, and to private organizations and citizens who have previously expressed or are known to have interest in this proposal. A scoping meeting will be held in Hercules, California. In addition, a public hearing will be held when the draft EIS is completed. Public notice will be given of the time and place of the meeting and hearing. The draft EIS will be available for public and agency review and comment prior to the public hearing.
To ensure that the full range of issues related to this proposed action are addressed and all significant issues are identified, comments and suggestions are invited from all interested parties. Comments or questions concerning this proposed action and the EIS should be directed to the FHWA at the address previously provided in this document.
