summary: In compliance with the National Environmental Policy Act and its implementing regulations promulgated by the President's Council on Environmental Quality, the Army has prepared a Record of Decision (ROD) pertaining to the Final Environmental Impact Statement (FEIS) for disposal and reuse of property at Fort Devens, Massachusetts. In the ROD the Army states its intention to retain a Reserve Enclave on the Main and South Posts of Fort Devens, and to dispose of the remaining excess property. Consistent with the President's Five-Point Initiative to Revitalize Base Closure Communities, which is intended to foster economic development and job creation, the Army will dispose of the property consistent with the requests received through the federal screening process; and transfer all remaining property to the Local Redevelopment Authority, the Massachusetts Government Land Bank, for use in conformance with the Reuse Plan and Bylaws approved by the Communities of Ayer, Harvard and Shirley. Based on the ROD, the Army will initiate the property disposal process at Fort Devens consistent with the methodology described in the Environmental Impact Statement.
