AGENCY: Minerals Management Service (MMS), Interior.

ACTION: Notice of Availability of the Draft Environmental Impact
Statement (EIS) and Public Hearings on Proposed Eastern GOM Sale 181.

SUMMARY: The MMS has prepared a draft EIS on a proposed OCS oil and gas
lease sale in the Eastern GOM. This proposed sale is the only Eastern
GOM sale scheduled during the current 5-Year Oil and Gas Leasing
Program and the first proposed sale in the Eastern GOM since 1988.
    You may obtain single copies of the draft EIS from the MMS, Gulf of
Mexico OCS Region, Attention: Public Information Office (MS-5034), 1201
Elmwood Park Boulevard, Room 114, New Orleans, Louisiana 70123-2394, or
by calling 1-800-200-GULF.

    There will be four public hearings held to receive comments on the
draft EIS. The hearings will provide us with information that will help
in the evaluation of the potential effects of the proposed lease sale.

January 8, 2001, 2 p.m. to 4 p.m., Minerals Management Service, Gulf of

January 9, 2001, 6 p.m. to 9 p.m., New World Landing, 600 South
Palafox, Pensacola, Florida;
January 10, 2001, 1 p.m. to 4 p.m. and 6 p.m. to 9 p.m., Tallahassee-
Leon County Civic Center, Tallahassee, Florida; and
January 11, 2001, 6 p.m. to 9 p.m., Adams Mark Hotel, 64 South Water
Street, Mobile, Alabama.

    If you wish to testify at a hearing, you may register beginning 1
hour prior to the meeting. Speakers will be limited to 10 minutes. Each
hearing will recess when all speakers have had an opportunity to
testify. If there are no additional speakers, we will adjourn the
hearing immediately after the recess. Written statements submitted at a
hearing will be considered part of the hearing record. If you are
unable to attend the hearing, you may submit written statements until
January 23, 2001. Send written statements to the Regional Director,

New Orleans, Louisiana 70123-2394. All comments are due by January 23,
2001.
    Our practice is to make comments, including names and home
addresses of respondents, available for public review during regular
business hours. Individual respondents may request that we withhold
their home address from the record, which we will honor to the extent
allowable by law. There also may be circumstances in which we would
withhold from the record a respondent's identity, as allowable by law.
If you wish to withhold your name and/or address, you must state this
prominently at the beginning of your comment. However, we will not
consider anonymous comments. We will make all submissions from
organizations or businesses, and from individuals identifying
themselves as representatives or officials of organizations or
businesses, available for public inspection in their entirety.
